Dear Sirs:

This letter is in response to the Notice of Violation resulting from the NRC inspection of license # SNM-714 conducted on April 10-13,1990.. The following actions have been taken in regard to the violations listed in the notice:

Violation A.

1.

Corrective steps taken:

The seven foils containing'a total of one gram of U-235 and the fission chamber containing.35 grams of plu-tonium were added to the University of Lowell inventory form. A physical inventory of special nuclear material at the University of 1.owell w:'s completed on May 14, 1990. A copy of this inventory was sent to the NRC Region 1 office on May 15, 1990.

Corrective steps taken to avoid fuilher violations:

The proce-dures for conducting special nuclear material inventories has been revised to specifically assign the responsibility for maintaining this inventory to the University Radiation Safety Officer. These procc-dures weie sent to the NRC Region 1 Office on May 15, 1990.

- Full compliance on this violation was achieved with the com-pletion of the May 15, 1990 inventory.

Violation B.

The Radiation Safety Office has developed a system for tracking due dates for recurring activities such as leak testing of special nu-clear material sources. The Radiation Safety Officer will be able to tell at a glance the particular activities which are due each month. The dates on which ' activities have been completed will be recorded, thus l

helping insure that all activities will be completed in the scheduled i

month.

Violation C The changes made to the Security Plan will be submitted to the NRC within the next two weeks. These changes will include the im-provements we have made to the plan and also some changes as sug-I gested by the inspector. These changes, including clarification of certain sections of the plan, will be submitted through proper chan-nels.

1 Violation D The requirement for inventory of keys will be added to our tracking system for our Tech Spec, requirements. This should pre-1 vent.any. lapse in completing this requirement of the Security Plan in i

the future.
