In the absence of a certificate from a transferor indicating that a leak test E
has been made within six months prior to the transfer, a sealed source or E

Each sealed source fabricated by the licensee shall! be inspected and tested for E
y construction defects, leakage, and contamination prior to any use or transfer as g

Sealed sources and detector cells need not be leak tested if:

(i) they contain only hydrogen-3; or g

W (ii) they contain only a radioactive gas; or, g

j (iii) the half-life of the. isotope is 30 dayssor less; or y

(iv) they contain not more than 100 microcuries of beta and/or gamma emitting g
j material'or not more than 10 microcuries ofjalpha emitting material; or g
l (v) they are'ridt designed to emit alpha particles, arefin storage, and are not l
g being used..However, when they are removed from: storage for use or g
transfer to another person, and have notDbeen te'sted within the required g
leak test interval, they shall be tested befora.use or transfer. No sealed U
g source or detector cell shall be stored for a period of more than 10 years without being tested;for. leakage and/or contamination.

The test shall be capable of detecting the presence of 0.005 microcurie of E
N radioactive material on the test sample.
If the test reveals the presence of i

0.005 microcurie or more of removable contamination, a report shall be filed E
B with the U.S. Nuclear Regulatory Commission and the source or detector cell N
shall be removed immediately from service and decontaminated, repaired, or E
D disposed of in accordance with Commission regulations.

2/10/97 I spoke with Warren Church to see if UMass-Lowell and confinned that the authorization for "any byproduct, source or SNM..1 uCi per source and 1 millicurie total" is more than adequate for their purposes. Also, I confirmed that George Chabot is the current RSC Chairman, as was listed in their letter requesting renewal.
No action was taken on this because the renewal was extended 5 years. However, Chabot is a past RSO named on both licenses.
I reminded Warren that he needs to request amendment of the broad scope license to name Chabot RSC.
Action Required /Taken: Copy telephone record for both license files, and copy to JDK. Do amendment of SNM, license.

2/3/97 I spoke with Warren Church to see if UMass-Lowell wishes to retain authorir* ion to perform work with 1 microcurie sealed sources (LC 10) at temporary job sites in NRC states. He said that he would call back after discussing with the persons who use this authorization (demonstration sources for teaching). He also inquired as to the future status of the special nuclear material license (NRC or MA7 I said I would check).
2/410:37 AM Warren Church left a message that UMass-Lowell would like to retain the temporary job site authorization.
2/4 3:10 PM I left a message for Warren Church that the SNM license will continue with the NRC (greater than 250 g plutonium); would he object to amending the SNM license to add the temporary job site authorization, rather than have a new, separate license issued?
2/43:40 PM: Warren Church called. We discussed the options for the temporary job sites authorization. He further informed me that they do take the 1 microcurie plutonium sources for the temporary job-site teaching. He stated it was okay with him that we amend SNM-714 to include use of 1 microcurie sealed / plated sources at temporary job sites where NRC has jurisdiction AND that the range of nuclides approved for this include byproduct, source, and SNM sealed sources.
Action Required /Taken: Copy telephone record for both license files, and copy to JDK. Do amendment of SNM license.
