RADIOLOGICAL EFFLUENT TECHNICAL. SPECIFICATIONS (RETS) AND 0FFSITE DOSE. CALCULATION MANUAL (0DCM) - OYSTER CREEK NUCLEAR GENERATING STATION This letter transmits the Franklin Research Center (FRC) Technical Evaluation Report (TER), " Comparison of Plant and Model Radiological Effluent Technical Specifications" dated January 27, 1982 and revised February 18, 1982 (Enclosure 1). This report reflects the initial review of your proposed RETS and the agreements reached at the February 3-4,,1982 meeting held at GPU Nuclear Corporation headquarters. is a summary of the results of that meeting. For the majority of the items discussed at the meeting the licensee presented clarifications and agreed to either change the specifications to meet our requirements or present justification for deviations.

We request that you provide a final submittal for the RETS and ODCM in accordance with the enclosed report within 60 days of receipt of this letter. Should you have any questions please contact your assigned project manager.

This request for information is followup to a pending plant-specific l

application. Therefore, OMB clearance is not required under P.L.96-511.

The following is a list of the major deficiences in the Licensee's,,

proposed RETS. The attached updated draf t technical review report dated January 27, 1982 and revised February 18, 1982 reflects the resolutions.

The requirement for alarm / trip setpoints on liquid and gaseous, effluent monitors was not addressed. The surveillance requirement for source check is missing.

The requirement for tank level indicating devices for outdoor. liquid holdup tanks was not addressed.

The following deviations in the sampling and analysis program for liquid and gaseous effluents were identified:

a.. Lower Limits of Detection (LLDs) were not specified.

b.

Principal gamma emitters in the gamma isotopic analysis were not specified.

Sampling for I-131, Sr-89, Fe-55 and dissolved noble gases in c.

liquid samples was not stipulated.

d.

A sampling and analysis program of service water effluents was',not provided.

Sampling for I-131, I-133, Sr-89, and Sr-90 in gaseous effluents e.

Flow Diagram of Gaseous Release Paths Early in the meeting, FRC reviewed with the Licensee a flow diagram of the gaseous release paths and the location of the hydrogen monitors and the radiation monitors in order to establish a basis for the review of the effluent monitoring instrumentation.

The initial diagram presented by FRC wa's prepared using information contained in " Final Description and Analysis of Augmented Offgas System and Liquid / Solid Radioactive Waste Treatment Systems.

The flow diagram which reficcts the current flow paths is contained on page 3.

Of fsite Dose Calculation Manual The Licensee has not yet submitted an ODCH and recognizes the need'to do so.

The Licensee will submit an ODCM with the RETS re-submittal'or'will submit a schedule for submittal of the ODCM.
