NNEC0 REQUALIFICATION PROGRAM FOR LICENSED OPERATORS 1.

PURPOSE The purpose of this program is to provide a comprehensive requali-fication training program for al? persons currently holding Reactor Operator Licenses.

This document has been prepared to present the scope and details of the Operator requalification program.

It presents the material that will be included in the program as required by'10 CFR 55, Appendix A and the requirements of the NRR Director in his letter of March 29, 1980.

Prograa year shall be January 1 to December 31 annually.

PROGRAM DESCRIPTION NOTE:

As required by Ref. 2.2, the NNEco training staff shall be enrolled in all phases of the requalification program.

4.1 Lecture Series In order to naintain high operator proficiency and effective response to nomal and abnomal plant operating conditions, it is essential that license holders be exposed on a continuing basis, to preplanned lecture material.

Lecture topics will include subjects specified in Ref. 2.1 and 2.2.

As appropriate, the lecture series may also cover other topics of pertinent infomation such as new or modified equipment, problem areas brought out by plant incidents, and areas which are generally remote day-to-day plant operations. The results of the annual exam will detemine the specific topics to be covered in the following years lecture series.

Annual Exam categories in which the level of knowledge has shown to be weak will become prime topics to be covered in the lecture program.

License holders will be required to attend only those lectures covering tcpics in Annual Exam areas where they scored less than 80%.

Periodic exams will be administered covering major lecture s egments.

These periodic exams may be administered as open book to encourage self study.

A grade of greater than 80%

will be criteria for successful completion.

All exams will be maintained as part of the training records.

, 4.1.1 An SR0 licensed instructor shall review and approve all programs conducted for NNECo licensed operator training and retraining.

4.2 On the Job Training 4.2.1 Plant Evolutions Each licensed operator will perform control manipu-lations as required by Ref. 2.2.

Based on availability of plant equipment and systems these manipulations will be performed on site.

Those manipulations which cannot be performed at the NNECo facilities will be performed at a simulator in accordance with Ref. 2.2.

4.2.2 Design Procedure, and Facility License Change Review This segment of the program will ensure that all changes or revisions to the license document, i.e.,

Operating Technical Specifications and Environmental Technical Specifications are reviewed.

It further ensures that significant changes to procedures and completed facility design changes will also be reviewed.

When determined by the Operations Supervisor and/or Training Coordinator that a procedure revision or canpleted facility design change may effect the operations of the plant, it is then included as part of the review process.

The requirements of this program will be met by placing a copy of the change or revision, along with a Document Acknowledgement Sheet in the review notebook maintained in the Control Room.

. Monthly each license holder will review the contents of the notebook and upon completing the review will acknowledge, by signature and date, his understandir.g of the change. A file of completed Document Acknow-ledgement Sheets will be maintained as a record of program compliance.

Changes that require immediate operator notification, i.e., interim changes will be covered by night orders to the Shift Supervisor or during an Operations Department meeting followed up by a Document Acknow-ledgement under this program.

4.2.3

&nergency Procedure Review In order to ensure a continuing awareness of the action and responses necessary during abnormal and emergency situations each licensed individual will review the contents of all energency procedures annually.

To gain additional shift continuity in the overall response to these energency situations an on-shift discussion is encouraged.

For program evaluation a written exam will be completed each month with a satisfactory score of 80%.

An individual scoring less than 80% will re-study and be re-examined i

until a score of 80% is obtained. A copy of each individual's completed exam will be retained as part of the training records.

4.2.4 Operator Proficiency Evaluation At least once per year during the'tenn of an individual's license, he will be observed and formally evaluated while responding to actual or simulated casualties.

In the case of simulated casualties, a hypothetical situation would be presented followed by a discussion of plant and operator response.

. Actual manipulation of plant controls is not-required.

A poor performance evaluation where " poor" is defined as not being able to competently and expediously perform the specified evolution will result in a Performance Review as specified in Section 4.4, All evaluations will be critiqued with the individual concerned and filed in the individual's training records.

4.2.5 Simulator Training When necessary to fulfill the requirements of Ref.

2.1 and 2.2, and in particular to meet the retraining requirements specified in Sections 4.2.1 and 4.2.4 each license holder may be required to attend simulator requalification program.

The controls and charac-teristics of the simulator will reasonably approximate those of the facility for which the operator license i s held.

The NNECo programs will consist of intensive training snphasizing those evolutions, transients and casualties not normally experienced during routine power plant operation.

Job responsibilities will be rotated such that each individual has an equal opportunity to manipulate plant controls as well as to direct responses to plant conditions.

This training program will include conditions and parameters used in casualty evaluation as well as the actions to be followed for corrective action.

The use of Technical Specifications will be maximized during the simulator control manipulations.

A formal evaluation will be prepared by the Training Department concerning each individual's performance during the simulator training.

The evaluation will be critiqued with the operator emphasizing any weak a reas.

Simulator evaluation sheets will be filed in the individual's training folder.

' 4.3 Annual Exam Each licensed individual shall be administered a comprehensive examination which shall parallel in content and degree of difficulty an NRC Licensing Exam.

This examination may be given in two segments, where each exam segnent will consist of approximately one-half of the required study categories, i.e.,

Reactor Theory, Operating Characteristics, etc.

In this way the examination will not only provide an evaluation of the previously conducted lectufe period but will also serve as the basis for detennining required lecture attendance for the upcoming lecture period.

The exam (s) will be graded by category.

Individuals scoring 80% or greater on a particular category will be exempt from attending lectures covering that category.

Any licensed operator with an average exam segment score of less than 80% or a category score of less than 70% will undergo a perfonnance review in accordance with Section 4.4.

An operator receiving less than 70% on an average segment score shall be relieved of license duties and undergo evaluation and retest in accordance with Section 4.4.

Each license holders graded exam shall be retained as part of the training records.

4.4 Performance Review Program The Performance Review Program will be implemented when an individual's performance falls below the minimum standards s peci fied.

Specifically whenever any one of the following situations occur the associated individual will undergo a performance review.

a.

An exam segment score less than 80% or category less than 70%

b.

" Poor" marks on operator proficiency evaluations c.

Prolonged absence from license responsibilities

.- The Unit Superintendent, Operations Supervisor and Training Supervisor will meet to detennine a course of action necessary to upgrade the individual's performance to an acceptable level.

This meeting shall be held within 30 days for items a) and b).

The review board shall detennine the minimum require-ments on an individual basis.

The severity of the action taken will be dependent on such factors as examination perfor-mance, watch standing performance, observed operational and theoretical understanding and judged overall operator competence.

If there is doubt concerning the individual's ability to safely operate the plant, he would be removed from licensed responsibilities pending satisfactory completion of the program specified by the review board. When receiving less than 80%

on the annual exam, completion of this program shall include completing a written or oral examination. The exam shall specifically cover sections of the exam where the licensee received less than 80%.

Satisfactory completion of re-exam shall be greater than 80% for a written test or a grade of SATISFACTORY on an oral exam.

The review board will complete a performance review summary which upon completion will bd filed in the individual's training folder.

4.5 Prolonged Absence Form License Responsibilities In the event a licensed individual is absent from the site for a period of four months or longer, he will not be permitted to resume watch standing responsibilities until the following criteria has been met:

This program shall include as a minimum, the review of any facility design, operating procedure of license changes which have taken place during the absentee period.

The individual must receive greater than 80% on a written or satisfactory on an oral exam covering the material in i ten 1 above.

Certification to the commission of the program completion and authorization received to resume license duties.

RECORD RETENTION The Training Staff will be responsible for maintaining license holder requalification training records.

Records of the requalification l

progran shall be maintained to document each licensed' operator's and senior operator's participation in the requalification program.

The records shall contain copies of written examinations administered, the answers given by the licensee, results.of evaluations and documentation of any additional training administered in areas in which an operator or senior operator has exhibited deficiences.

Records shall be maintained for a period of 24 months.
