Millstone Nuclear Power Station, Unit No. 1 TMI Action Plan Item II.F.1 High Range Noble Gas Effluent Monitor s
In accordance with Item II.F.1 of NUREG-0737, a high range noble gas effluent monitor is required to be installed by January 1, 1982. To
, allow installation of such a monitor at Millstone Unit No. 1, the con-tinuous stack monitoring system currently in effect must be modified.

The Millstone Unit No. 1 Technical Specification 3.8.A.1 and Environ-mental Technica) Specification 2.4.2.2.H require that the gross activity of the gaseous wastes released from the stack be continuously monitored and recorded.

, Northeast Nuclear Energy Company (NNECUy intends to utilize flexible plastic tubing to bypass sections of the installed 1-inch stainless steel tubing upstream of the radiation monitors and the 1/2-inch

tubing devnstream of the radiation monitors. During the very small interval of time between the cutting of the installed tubing and the attachment of the flexible tubing, the stack exhaust will not be mon-itored. Also, upon completion of the modifications to the current monitoring system, stack releases will not be monitored while the flexible tubing is. disconnected. However, NNECO has concloded that the t'ntent of Technical Specification 3.8.A.1 and Environmental Technical Specification 2.4.2.2.H will still be met.

- It is 'ated that monitoring is normally interrupted for short periods of time iuring the routine changing of the iodine and particulate filters.
-Preparations necessary prior to tapping into the present monitoring system are scheduled to be completed by November 30, 1981. NNECO will attempt to install the high range noble gas effluent monitor during any unplanned shutdown of sufficient duration between ap-proximately November 30, 1981 and the time by which we must install t-
. these n.onitors during normal plant operation to assure completion of, this project, including appropriate testing by January 1, 1982.
Ever if the modificatione are performed during a plant shutdown, the tech 11 cal specifications will still need to be met and the above-mentioned tamporary piping hook-up will still be required.
The purpose of this letter is to inform the NRC Staff of the method by which we will remain in compliance with the technical specifications during installation of the high range noble g?.s effluent monitor.
