Gentlemen:
Millstone Nuclear Power Station Unit Nos. 1 and 2 NUREG-0737 Item II.F.1.3, Containment High Range Radiation Monitor Item II.F.1.3 of Reference (1) requires Licensees to install a high range containment radiation monitor by January 1, 1982.
Connecticut Yankee Atomic Power Company (CYAPC0), on behalf of the Haddam Neck Plant, and Northeast Nuclear Energy Company (NNECO), on behalf of Millstone Unit Nos.
1 aid 2, have proceeded with procurement and installation of equipment with the intention of making the high range radiation monitors operable by January 1, 1982.
CYAPC0 and NNECO have since been informed by the vendor that the cable supplied for the monitors is not fully environmentally cualified and may not remain functional under LOCA conditions. CYAPC0 anc NNEC0 intend to replace the defective cable with fully qualified cable, thus satisfying the requirements of NUREG-0737. The Staff was informsd of the qualification status of this equipment in References (2), (3), and (4).

The Haddam Neck Plant is presently shut down for refuel'ing and is scheduled for restart in early November, 1981. Millstone Unit No. 1 is not scheduled to shut down for refueling until Fall,1982, and Millstone Unit No. 2 is s:heduled to shut dowr for refueling in early December, 1981. Since Millstone Unit No.1 is inerted, installation of the qualified cable during operation is not practice'.. At the Haddam Neck Plant and Millstone Unit No. 2, the location of the detectors and routing of the cable preclude cable replacement during operatic.
Fully qualified cable is tentatively scheduled to be delivered in time for installation at Millstone Unit No. 2 during the upcoming refueling c Mge, however, cable will not be available for installation at tha Haduam Neck Plant during the current outage.
In summary, CYAPC0 and NNEC0 intend to install the qualified cable at the Haddam Neck Plant and Millstone Unit No. 1 during the next outage of sufficient duration following receipt of the que.lified cable.
If qualified cable is delivered to Millstone Unit No. 2 in time to support installation during the upcoming outage, the unqualified cable will be replaced, thus satisfying the requirements of NUREG-0737 Item II.F.1.3.
If qualified l
cable cannot be obtained for installation during the outage, it will be installed at the next outage of sufficient duration.
Justification for this approach is based upon CYAPCO's and NNEC0's good faith effort to comply with this requirement on schedule, only to be informed of a qualification deficiency subsequent to installation.
It is our intention to achieve full compliance during a plant shutdown of sufficient duration following receipt of fully qualified replacement cable.
In Reference (2), NNEC0 stated that the detectors already installed at Millstone Unit No. 2 could not be calibrated according to the requirements of NUREG-0737 since NNECO does not possess a portable source over 100R/hr.
However, since the cable must be replaced, the detectors will be removed during the upcoming outage and calibrated in the Millstone radiation calibration lab in accordance with the requirements of NUREG-0737.
CYAPC0 and NNECO will keep the Staff informed of the status of this TMI Action Plan requirement.
