TEMPORARY WAIVER OF COMPLIANCE RE:
PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 AND LIMERICK GENERATING STATION, UNIT 1 By letters dated November 18, 1987 and November 19, 1987 the Philadelphia Electric Company (PEco) proposed a revised corporate and plant station organizational structure relating to the Limerick Generating Station (LGS) and the Peach Bottom Atomic Power Station (PBAPS), respectively.
The revised organizational structure has been submitted as part of Philadelphia Electric Company's response to the Order issued on March 31, 1987 concerning the PBAPS as discussed in detail in the " Plan for Restart of PBAPS,Section I, Corporate Action" (PLAN) dated November 25, 1987.
Although the concerns addressed by the Order first became apparent at the PBAPS, the potential would exist, if corrective action were not taken, for similar problems to develop at the LGS since the corporate oversight and organizational structure is common to both plants.
This is also discussed in the root cause assessment, prepared on behalf of PECo, by the Management Analysis Company.
. The NRC staff has conducted a preliminary review of the organizational structures described in the November 18 and 19, 1987 letters and finds that they have significant strengths over the previous structures.
The NRC staff is proceeding with licensing action in response to the November 18 and 19, 1987 letters.
In consideration of the commonality of the corporate oversight j
and organizational structure for both plants, the integrated nature of the plant and corporate staffs, the need to minimize current potential uncertainty about licensee personnel and organizational assignments that could have a distracting effect on safe operation of the LGS, Unit 1 and the value of timely implementation of appropriate corrective actions to the PBAPS recovery program, the staff concludes that the advantages accruing to the improved organizational structure should be implemented for both the LGS and the PBAPS at the earliest j
practical dates.
Therefore we wish to inform you that the NRC staff does not plan to initiate enforcement action related to deviations from the organizational structures currently described in Section 6, Administrative Controls, of the facility Technical Specifications pending completion of the above mentioned licensing actions now being pursued by the staff.
