The subject report resulted from a routine safety inspection conducted by Mr. A. G. Debbage of your office at the Cherokee facility on September 8-11, 1981. One violation was identified during the inspection. Our response to the violation is attached.

DUKE POWER COMPANY CHER0KEE NUCLEAR STATION VIOLATION 10 CFR 50, Appendix B, Criterion V, implemented by DPC Topical Report, " Duke 1-A, Amendment 5", Section 17.1.5.2, requires that work performed on safety-related items be accomplished in accordance with the requirements imposed by specifications, drawings, codes, standards, regulations, quality assuran !

criteria and site circumstances. Table 17.0-1 of the Topical Report stat :s the licensee will incorporate PSI N45.2.2-1972. Section 6.3.3 of this standard states the " hazardous chemicals, paints, solvents, and other materials of a like nature shall be stored in well ventilated areas which are not in close proximity of important nuclear plant items." Likewise, Section 6.2.3 states that "the use or storage of food, drink, and salt tablets dispensed in any storage area shall not be permitted."

Contrary to the above, on September 8,1981, inspectors found three cans of a flammable substance stored along with other. empty gasoline containers in warehouse No.1, a Level B storage area where safety-related components (HPSI, containment spray and charging pumps) are presently stored. Flammable sub-stances (Rodofast, Texuco fluids, URSA motor oil) were also found stored in the Level A portion of warehouse No. 1. Although "No Smoking" signs were prominently displayed, evidence of smoking (cigarette packages and butts) were found in all warehouses examined with the exception of Level A area. Additionally, soft drink cans and plastic coffee cups were in evidence during the warehouse inspections.

RESPONSE

1) The Cherokee warehouses were in violation as stated in the report.
2) Three cans of flammable substance were stored in the Level B area along with empty gasoline containers and safety-related components. During'the recent work reduction at Cherokee, a number of supplies were returned to the warehouse. These cans were evidently stored without being checked.for content. Flammable _ substances found in the Level A area were placed there when the area was empty. Level B storage equipment was later placed in the same area. Through oversight the flammable substances wer not removed.

Since the work reduction, controls concerning smoking and eating' had been relaxed while many non-warehouse personnel were working in the warehouses.

3) The gasoline cans have been emptied and placed in the motor pool storage area.

The flammable substances in the Level A area have been moved to the oil storage area. All warehouses are now under strict enforcement of policies and procedures concerning housekeeping.

4) Warehouse personnel have been given strict orders to adhere to the rules and regulations and insure that everyone visiting or working in the areas is'in compliance.
5) All areas were in compliance on October 1,1981.
