UPDATED INFORMATION ~ 5:00 P.M. 6/17/91 I spoke withMin a telephone cell et 4:20 pm todeg. I acknowledged receipt of his letter and stated the metter was referred to NRC Region I for followup. I a150 stated his concerns were shared with Northeast Utilities since they are responisble for the emergency plan.Mos satisfied with this action.
I askedMif he had any other concerns regarding the proper impelmentation of the RERP. The onIg other concerns he mentioned was that of staffing. Mieted the town is using 101/2 people to implement e 15 men stof fing schedule.Mhteled the short stoffing (4 people) has been e long stending problem (2 years) and the town is not hiring now because of budgetary constraints.M'steted the short staf fing has resulted in the regular use of excessive overtime - double shif ts (17 hrs) worked 4 or 5 times a week back-to-back.IMlwes not owere of eng specific commitment for stof fing made in the ERP for E. Lyme.
I thankeMfor writing the NRC about his concerns and requested him to contsct me with any other issues concerning the proper implementation of the Millstone RERP.
stated he would welcome further inquiries from the NRC on these issues.
