I am responding to emergency preparedness concerns you raised on June 3,1991 and on June 17,1991 with hir. Shedlosky, Millstone Senior Resident inspector.

Both of your concerns deal with the n-call availability of Instrumentation and Controls (I&C) Technicians for the period of my 30,1991 through May 31,1991 and June 17,1991 i

from approximately 0800 to 1700. Our resiew of the Millstone Emergency Plan and j

Implementing Procedures indicates that if an emergency is declared that requires response.

j the Shift Supenisor Staff Assistant (SSSA) is responsible for notifying those indisiduals on-l call. The SSSA is also responsible for verifying callback responses. In the event an j

indisidual does not respond. the SSSA attempts to reach that individual directly, and failing I

l that contacts other qualified individuals.

During the normal day shift, several I&C

Technicians would be available to respond.

l Further, in reviewing the Millstone on-call policy, it is our understanding that a weekly on-j call schedule was prepared at the beginning of the year for the entire year. This on-call I

schedule includes assignments for I&C Technicians. We also understand that the policy has i

provisions for individuals to notify the bSSA if they are unavailable or otherwise unable to 1

be on-call. We will review the training provided to personnel affected by this on-call policy I

to assure that they are aware of their responsibilities during an upcoming inspection.

Based upon our review of this concern, we find that adequate backup methods are in place j

ta contact emergency response personnel in the event on-call individuals fail to respond and that the licensee has met their responsibilities under the emergency plan.
