SUMMARY

OF' WEEKLY INFORMATION REPORT Week Ending September 18, 1981 Millstone 1 An unintentional scram from 100% power occurred on September 14 while batteries for the recently-installed ATWS power supply were being charged. The turbine was manually tripped, and automatic turbine by-pass to the main condenser resulted in a steam pressure drop low enough to cause main steam isolation valve closure. The licensee is examining turbine controls to determine the cause of low pressure following turbine by-pass.

Reopening of TMI-l Restart Hearing Record By Order dated September 11, 1981, the TMI-1 hearing. Board reopened the TMI-l hearing record for the purpose of taking evidence on the matter of cheating on the R0 and SR0 examinations. The Board scheduled a prehearing conference for October 2, 1981, to determine issues to be heard and procedures for hearing and prehearing matters.

Hope Creek Generating Station, Units 1 and 2 On September 10, 1981, NRC authorized construction permit extensions for Hope Creek Unit 1 from May 31, 1931, to December 31, 1986; and for Unit 2 from May 31, 1982, to December 31, 1989.

Pqmedial Action Plans - Uranium Mill Tailings Radiation Control Act of 1978 TUMTRCA)

At a DOE briefing,the manager of the UMTRCA Project Office presented revised estimates of the costs and schedules for remedial action with respect to UMTRCA. The current projected cost. for all UMTRCA sites is estimated at $800 million. The schedule for remedial actions has been delayed because the EPA criteria, to be used, will not be issued until January 1983.

MC&A Reform Amendments The Federal Register notice for Material Control and Accounting Requirements for Facilities Possessing Fonmula Quantities of SSNM was published in the Federal Register on September 10, 1981. The Comment period ends on November 9, 1981.

MILLSTONE 1 An unintentional reactor scram from 100% power level occurred at 11:33 a.m.

Sep,tember 14, 1981 while charging batteries for the ATWS power supply that was installed during the most recent plant outage (Oct. 4,1980 - June 17, 1981).

The turbine was manually tripped four seconds later.

Automatic turbine by-pass to the main condenser resulted in a steam pressure drop low enough to cause main steam isolation valve closure.

Up to this point the transient was similar to the transient that occurred on August 11, 1981.

H6 wever, during the most recent tiansient, as a result of operator. action, reactor vessel. water level was maintained within normal range, and pressure was limited without Osing the isolation condenser or pressure relief through any'of the six relief valves to the torus.

Currently the reactor is critical at 500 psig while a General Electric turbine expert examines turbine controls

to determine the cause of lew' pressure following turbine by-pass.

Reopening of'TMI-1' Restart HearingrRecord c

By Order dated September 11, 1981, the'TMI-l hearing Board reopened the

TMI-l hearing record for the purpose of taking evidence on the~ matter of

' cheating on the RO and SR0 examinations.

The Board appointed a special.

Master to conduct the hearing, and scheduled.a prehearing conference for October 2,1981 to determine' issues to be heard and procedures for hearing and pre-hearing matters.

Hope Creek Generating Station, Units 1 and 2 In a timely filed letter dated April 29,'1981, Public' Service Electric and Gas Company requested construction permit extensions for. Hope C eek Generating Station, Unit 1 from May 31, 1981 to December 31, 1986 and for b it 2 from May 31, 1982 to December 31, 1989.

On September 10, 1981, we istued an order that authorized the requested extensions.

During the period September 31, 1981 t'hrough September 17, 1981, the effluents contained no detectable ! radioactivity at the discharge point althodgh individual ef, fluent sources which originated within Unit 2 contained minute anstints of radicactivity.

Calcula tions indicate that less than 2 millionths (0.000002) of a curie of Cs-137 were discharged.

This represents less than 0.00002% of the permissable total liquid activity as spei:ified in ' Technical Specifications for operational commercial reactors.

On Monday, September 14,1981, a;; 40 ml Unit 2 reactor coolant sample and a san:ple of} radioacti've riaterial from a make-up filter were sent to Babcock and b'ilcox (B&W), Lynchburg, Vi rginia.

Sub erced _Demineralizer System (SDS).i The intermediate level Reactor Coolant Bleed Tank (RCST) water (appnoximately 4,000 gallons) in the SDS feed tanks was processed through :the SDS zeolite vessels.

The processing of this water was an opera'tional check of the system following an outage for minor modifications.

Except for a minor instrumentation malfunction in the fuel pool B cleanup system, the operational check revealed no problems.

. Week Ending' September 18, 1981

.BWIP-Site Visit On September 22, 1981, several-members of the High-Level Waste Technical Development Branch, WM, will be visiting the Basalt Waste Isolation Project (BWIP) in Washington. Topics for discussion will include: hydrogeology; geochemistry; design, including the Experimental Shaft Testing Facility (ESTF), conceptual design, and the Near Surface Test Facility (NSTF);

quality assurance; geophysics; and remote sensing.

Barnwell SNM License Renewed on September 15, 1981 On September 15, 1981, NRC issued a renewed license for Chem-Nuclear Systems, Inc., (CNSI) of Kirkland, Washington, for disposal of special nuclear material at CNSI's low-level radioactive waste disposal facility located near Barnwell, South Carolina. A negative declarction for the renewal action is being published in the Federal Register. An environmental impact appraisal and a safety evaluation report were prepared and are being forwarded to the PDR.

The renewed license authorizes disposal of solid wastes containing U-235, U-233, and plutonium in concentrations of 10 nanocuries -per gram of waste or less.

DOE Procram Committee to be Addressed The proposed Low-Level Waste Rule,10 CFR Part 61, will be discussed at the September 17 and 18,1981 meeting of DOE's Low-Level Waste Management Program Review Committee at MIT in Boston, Massachusetts. The Program Review Committee's purpose is to review DOE program activities and related issues and to suggest additional efforts that may be needed ta ensure that the DOE program meets its objective to develop methods and procedures to ensure isolation of LLW from

man and his environment. The Committee is composed of individuals from academia industry, government, and the public. The NRC LLW Program will also be briefly addressed.

MC&A Reform Amendments The Federal Register notice for Material Control and Accounting Requirements for Facilities Possessing Formula Quantities of SSNM was published in the Federal Register on September 10, 1981. The Comment period ends on November 9, 1981.

Meeting with Congressional Staff The Division.of Safeguards staff met with members of Congressman Markey's staff and the Subcommittee on Oversight and Investigation staff. The main areas of discussion centered on safeguards-for reprocessing and NRC statistics requirements and procedures.

Pennsylvania Power and Light Comoany y

On September 10, 1981, Materials License No. SNM-1870 was issued to Pennsylvania Power and Light Company authorizing the receipt, possession, inspection, and storage of uranium enriched in the U-235 isotope contained in fuel assemblies at the Susquehanna Steam Electric Station, Unit 1.

Babcock & Wilcox, Lynchburg Research Center On September 14, 1981, representatives of Babcock & Wilcox, Lynchburg Research Center met with NMSS staff members to discuss the B&W proposed plans for the decontamination of the soil near the solid waste storage area.

They will now finalize their plans and submit them to the NRC by October 8, 1981.

UNITED NUCLEAR CORPORATION - WOOD RIVER JUNCTION, RHODE ISLAND NMSS has been developing decontamination criteria on a site specific basis using general guidance provided by the Environmental Protection Agency for protection against transuranium elements present in the environment as a result of unplanned contamination.

A case in point is decontamination criteria prepared for United Muclear Corporation's former scrap recovery plant in Wood. River Junction, Rhode Island.

Recently, NMSS has developed generic decontamination and' disposal criteria for operations involving thorium and uranium.

REMEDIAL ACTION PLANS - URANIUM MIL'l 'TAILIt'GS RADI ATION CONTROL ACT On September 11, 1981, members of the NMSS staff attended a briefing at DOE, Germantown, on the status of the remedial action plans for the sites identified in the Uranium Mill Tailings Radiation Control Act of 1978.

The briefing was presented by Mr. R. Campbell, Manager, UMTRA Project Office.

Mr. Campbell presented revised estimates of the costs and schedules for corrective action.

The current projected cost for cli UMTRCA sites is estimated at $800 million. The schedule for remedial actions has been delayed because the EPA criteria, to be used, will not be issued until January 1983.

Advanced Tso-Phase Instrunentation for Safety Technology ORNL completed the analysis of the Westinghouse dp reactor liquid level ir.dication sy: tem testing at the Semiscale S-UT-3 experiment.

ORNL concluded that the apparent discrepancy between the Westinghouse measurement and the Semiscale measurement was caused by the geometry in the upper plenum, and the Westinghouse system is conservative when compared to the two-phase froth level, but not

- the collapsed water level.

BWR Refill /Reflood Program 0

Lynn 30 SSTF operating costs continue to be a major problem. The current plan is to complete testirg in December 1981. However, GE is attempting to accelerate the testing to allow an earlier shut down and thus maintain total costs within budget.

Meeting on BWR BDHT Review Group A meeting of the BWR Blowdown Heat Transfer Research Review Group will be held on September 18,1981 at 9:00 a.m. in Room 150 of the Willste Building. Topics to be discussed include results from the TLTA program, plans for BWR FIST and results from the BWR Refill /Reflood program.

Semiscale System conversion to run' the integral natural convection tests is continuing.

Test NC-7 is anticipated on September 9, 1981.

A meeting '; discuss the Westinghouse level device behavior in Semiscale was held ith Westinghouse, NRR, ORNL and RES on September 11, 1981.

All participants requested the Semiscale Program Manager to arrange

for an additional transient test of the level device with vessel head modifications on a high priority. NRR is preparing a user need request.

Tentatively, this test will be added folloeing the NC l

test series snd prior to the intermediate break (IB) series.

LOFT l

Final preparations are underway for the first intermediate size break test, LS-1, to be performed September 24, 1981. The test will simulate the rupture of a 14 inch accumulator line. The accumulator pressure will be set at 220 psi, corresponding with that of the Calvert Cliffs plant which has 14 inch accumulator piping.

Analytical Models Branch 1.

Both in-house and ACRS meetings were attended on the topic of Pressurized Thermal Shock. As a result of these meetings, actions for this Branch include:

(1) Produce TRAC-PF1 input decks for H. B. Robinson (3-loop W)-

and Fort Calhoun (C.E.) plants. Survey has shrwn that no input decks exist for plants for argt computer code.

(2) Perform LBLOCA SBLOCA SLB, and uncontrolled FN transient analyses for the.e two plants. While the input decks are being developed (6 months), perform other analyzes identified 'by NRR or ORNL. ORNL's consultant wii1 help in identifying scenarios.

NRR's program in this area needs to be coordinated with those of RES.

T. Marley and AMB staff are taking the necessary steps.

The Advanced Code Review Group will meet on September 21-22 in Silver Spring. LANL staff will present to NRR a descripitan of TRAC-PF1 and of TRAC-PD2 results on September 23 in Bethesda.

Effective Amendment to 10 CFR' 30.15(a)(9)

On September 11, 1981, the Executive Director for Operations approved for publication and signed a Federal Register notice amending 10 CFR 30.15(a)(9) to add 0.05 microcurie of americium-241 to the list of radionuclides approved for axempt use in ionizing radiation measuring instruments far purposes of internal calibration or standardization. This staff initiated action was l

prompted by discussions with manufacturers of instruments which indicated a need for a very small amount of an alpha emitting radioactive material in certain instruments. Use of the material leads to more reliable radiation measurements.

For comparative purposes it may be noted that 0.05 microcurie of americium-241 is much less than the 1 microcurie quantity that is widely used in residential smoke detectors.

The preamble to the emendment contains a statement that since the amendment relieves persons from present regulatory restrictions, the Commission, in accordance with the Regulatory Flexibility Act, certifies that the amendment will not have a significant economic impact on a substantial number of small entities.

Persons with a need for instruments with small americium-241 calibration sources will be able to obtain those instruments without incurring the costs associated with satisfying the requirements of a specific or general

. license.

The proposed amendment for this rulemaking was published July 9,1981. Three comments were received during the 45-day comment period. All the commenters favored adoption of the final rule.

Ramos, Chief of the Emergency Preparedness Development Branch of IE, to discuss future programs in the area of emergency preparedness.

Under contract to the German Federal Ministry of Interior (BMI, NRC's regulatory counterpart) Mr. Hartwig is preparing a review of emergency preparedness programs and future policy directions for several major countries.

On Monday Dr. J. A. Dennis, Assistant Director for Research and Development of the UK Nuclear Radiological Protection Board (NRPB), met with J. Kastner of FCMS/NMSS and W. Cool of HERB /RES to discuss the implicati?ns of proposed UK legislation on radiation protection guidance for occupational exposure.

On Tuesday Professors Vladimir Yeroshenko and Yuri Kuenetsov of the Soviet Heat Engineering Institute of Moscow, met with S. Fabic and N. Zuber of RES to discuss research on fluid flow and heat transfer.

On Thursday Dr. L. Rybach, a member of the Swiss Federal Commission for the Security of Atomic Installations _and a professor at the Swiss Federal Institute of Technology, met with J. Martin, Director of the NMSS Division of Waste Management, F. Arsenault, Director of the RES Divi: ion of Health, Siting, and Waste Management, and J. Davis, Chief of the RES Waste Management. Branch, to discuss the licensing and research implications of 10 CFR Part 60.

On Thursday Mr. Muneaki Senoo, of the Division of Environmental Safety Research of the Japanese Waste Safety Testing Facility,-met with K. S. Kim of the RES Waste Management Branch to discuss high level waste disposal and 10 CFR Part 60.

On Friday Dr. William Hannum, Deputy Director General of the Nuclear Energy Agency (NEA) met with Chairman Palladino, and Commissioners Gilinsky, Ahearne and Roberts, R. B. Schedules were agreed to for the upcoming Dresden, Zion (Kenosha County only), Lacrosse, and Zimmer emergency plan exercises.

State Program staff met with DOT representatives to review DOT's progress to date in implementing their contract program with States for enforcement of hazardous materials transportation regulations. This DOT program replaces the past NRC/ DOT transportation surveillance program for radioactive materials (RAM). Washington and Maryland are concluding negotiations with DOT this month. DOT expects grant proposals from 20-25 other States by the end of the month. The relative emphasis put on RAM under the program will be decided by each State.

Colorado c.ontinues to devote e ffort to the formalization of a compact for low level radioactive waste disposal. Recently the States of Arizona, Colorado, Nevada, New Mexico, Utah and Wyoming met in Reno, Nevada. They have designated themselves as the " Rocky Mountain Group." New Mexico has prepared a draft model compact which will be considered by the group at a tentatively scheduled meeting November 19-20 in Denver. No specific language has been adopted but Colorado officials have indicated plans to have a compact ready for State legislators by January, 1982 However, this would be contingent on obtaining a DOE grant to hire a staff person to do the work, s

Potential Ai, System Contamination at Rancho Seco Based u'pon an examination of a recent LER from Rancho Seco and an ongoing stJdy involving air system contamination at San Onofre in 1980, AE00 identified a potential common cause failure hazard to pneumaticallj operated equipment.

AE00 recommended that NRR/IE take immediate action to assure that the Re.ncho Seco staff:

1.

Examine the instrument and control air system, determine the source of contamination (defective equipment, inadequate maintenance or operation procedures, etc.), and take appropriate corrective action.

2.

Evaluate the common cause failure potential of desiccant in the air lines.

3.

Examine the instrument and control air system to determine the extent of desiccant contamination.

If the desiccant contamination is determined to be widespread, and if it appears that a valid safety concern exists, the licensee should be required to blowdown, cleanup, and test the entire air system and the safety-related equipment which could be affected by the desiccant prior to bringing the plant up to power from its present outage.

Regarding other plants, AE0D recommended that an appropriate bulletin be issued requiring all licensees to furnish a listing of their experience with air system contamination (contamination by dirt, desiccant, water, etc.), prcvide an assess-ment of the safety implications of the'se events, and evaluete their plant's susceptibility to contamination induced common cause failures of their air system.

Additionally, AEOD believed that NRR/IE should review each plant's operating experience and susceptibility to such commco cause failures and, if required, determine the course of corrective action on a case-by-case basis.

Meetina with INPO and NSAC The second coordination meeting with INP0 and NSAC since the Memorandum of Agreenent was signed was held at AE00 on September 18, 1981. Subjects discussed included:

the results of recent screening and evaluation activities; AE00 plans to phase out the LER file using the NIH computer and to consolidate LER monthly reporting; AE00 activities related to development of a proposed rule for LER reporting requirements; and the future course of the NPRDS under INP0 management.

SEPAPATE VIEWS OF COMMISSIONER SPADFORD It is difficult to imagine a greater waste of time than this rulemaking.

Neither this agency nor its predecessor (which really did have military functions) has ever needed to use the military affairs exception to the Administrative Procedures Act.

The sole reason for seeking comment at this time is to shore up the court prospects of the Commission's dubious actions in the NFS Erwin matter (discussed in detail at 11 NRC 799, 809, in June, 1980.

In light of the time and cost likely to be involved in improving Seabrock's emergency preparedness, we should begin to seek solutions new, not some yeirs frem new, when the plant is almest ready to Operate.

Moreover, at that time it will be much more difficult for the NRC to require remedial measures which could delay plant operation.
