On July 2,'1981, Wisconsin Electric Power Company (Licensee) substitted an application.for license amamt=ents to
. Facility-opera iLienses DPR-24 and DPR-27 for the Point-Beach Nuclear Plant, to 1 and.2', Which would authorise changes to the Technical Specifications to peimit operation of the unita l
with steam generator tubes having degradation exceeding the l
plugging limit, but which have been repaired by bleeving.
The alRC published a prenotice regarding the proposed issuance of these==and= ants.
Prior to that action, on July 20, 1981, a letter was received from Wisconsin's EnvironrAntal Decade (WED) requesting that the 3RRC conduct an adjudicatory bearing on the pusosed license.amand==nts.- Subs ently, an Atomic Safety and
- Licensing Board (ASLB) was'appoi to rule on the merits of utn's request and to conduct,.if necessary, a hearing on the proposed license==and= ants..
As discussed in tho' July 2, 1981 application, and in-

Licensee's August. 8,1981 answer to WED's peEltion, Licensee is oceducting a sleeving demonstration program at Point Beach Unit 1 during the fall refueling outage which commenced on october 9, 1981. Licensee rued a motion with the A'SLB on September 28, 1981, for authorization for interim operation of-Unit I with. steam generator tabes sleeved rather than plugged.
