Dear Mr. Eisenhut:

Operator training and procedures to mitigate the effects of a station blackout event were initiated prior to initial criticality of Crystal River Unit 3 The specific Procedure EP-101, " Unit Blackout," was originally issued August, 1973 Florida Power Corporation periodically reviews and updates existing procedures whenever improvements can be made in operation or changes in equignent and/or systens are made.

The Crystal River Unit 3 Requalification

'IYaining Program requires that all operators review the Emergency and Abnormal Procedures on an annual basis. 'Ihe latest revision of the procedures listed in our submittal to Generic Letter 81-04 on May 29,1931, are listed below.

Mr. Darrell G. Eisenhut October 1, 1981 Page 2 The May 29, 1981, submittal listed the following loss of power events, gave a brief description as to the resulting condition of the plant after the event and what had to be done to mitigate the situation, and listed the applicable procedures.

The events were:

1.

Loss of the 230 KV Substation.

2.

Loss of the 500 KY Substation.

3.

Loss of the 230 KV and 500 KV Substation.

4.

Loss of both emergency diesel generators.

5.

Loss of both offsite power and both emergency diesel generators.

All licensed operators and license candidates have participated in station blackout events on the Babcock and Wilcox Simulator in Lynchburg, Vi r ginia.

The simulated Station Blackout Event takes about four (4) hours of simulator training time.

The excellent response of personnel involved in the June 16, 1981, Blackout Event at Crystal River Unit 3 demonstrated that the Plant Staff could efficiently handle a station blackout, without any adverse safety problems or equipment damage.

In summary, Florida Power Corporation has proven emergency procedures for station blackout events.

The operators receive annual training for station blackout events and the operators are given hands on operational training for a station blackout on the Babcock and Wilcox Simulator.
