HIGHLIGHTS OF WEEKLY INFORMATION REPORT Week Ending January 21, 1983 Regional Volunteer Placements On June 29, 1982, Headquarters employees were invited to register their interest in Regional jobs. During the period of January 17-21, 1983, six more Headquar-ters employees were selected by Regional Administrators. This brings the total number of selections to 63, distributed as follows: Region I - 23; Region II -

19; Region III - 10; Region IV - 9; Region V - 2.

A total of 163 Headquarters staff members remain on the register of individuals interested in Regional assignments.

Briefing on AT&T Divestiture On January 12, 1983, representatives of ADM, ELD, and ED0 received a briefing on the break-up of the American Telephone and Telegraph Company. The Telecommuni-cations Branch is currently assessing the magnitude of known and potential impacts of this major change in the telecommunications industry.

Uranium Mill Tailings Regulation Task Force A detailed NMSS review of the preliminary draft EPA regulation on control of uranium mill tailings is underway in preparation for providing comments to EPA.

Executive and Management Development A course on Stress Management has been added to the NRC's Executive and Manage-ment Development Program. Attention to stress and its effects is particularly well applied to managers who cannot avoid stress involved with work.

NRR Item of Interest A letter dated January 13, 1983 from Commonwealth Edison indicated that the fuel load date for LaSalle Unit 2 is no longer scheduled for April 1983. However, the utility indicates that the new fuel load will not extend beyond Septem-ber 30,1983.

Attention to stress and its effects is particularly well applied to managers who cannot avoid stress involved with work. The aim of stress management is to maintain an optimal level of stress. High levels are hazardous to both health and career. The course is taught by Dr. Linda Josef, a behavioral psychologist and specialist in organizational stress management.

DIVISION OF FACILITIES AND OPERATIONS SUPPORT WEEKLY INFORMATION REPORT BRIEFING ON AT&T DIVESTITURE On January 12, 1983, representatives of ADM, ELD, and EDO received a briefing on the break-up of the American Telephone and Teleg' aph Company.

r Following are some highlights of the briefing:

- No longer " business as usual" regarding telephone service.

- For the remainder of 1983 Bell Operating Companies [1.e.,

C&P Telephone Company)are allowed to provide equipment only from existing inventories. When stock is depleted, equip-ment must be acquired elsewhere.

- After a competitive award is made, end-to-end private-line

service could require our dealing with as many as five different vendors, instead of one.

- Installation intervals for day-to-day telephone service have already increased threefold.

The Telecommunications Branch is currently assessing the magnitude of known and potential impacts of this major change in the telecommunications industry.

I Under the FY - 83 Management Plan, individuals who currently occupy

" overage" positions in staffing plans are identified on the Priority l

Placement List and are considered for placement in vacant NRC positions for which they qualify.

During the last week, two more employees' names were delete'd from the Priority Placement List. Since October 13, 1982, a total of 58 names have been deleted. Of these 39 werb placed through internal reassign-ment, 5 have lef t the agency, and 14 were selected for internal vacancies.

(One of the latter group was selected as a volunteer for a regional

vacancy.) A total of 85 employees remain on the Priority Placement List.

Effluent and Environmental (Radiological) Information Liquid effluents from the TMI site released to the Susquehanna River after sampling and monitoring were within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement.

During the period January 14, 1983 through January 20, 1983, the effluents contained no detectable radioactivity at the discharge point although individual. effluent sources which orig,inated within' Unit 2 contained minute amounts of radioactivity.

Calculations indicate that less than two millionths (0.000002) of a curie of cesium and less than two ten-thousandths (0.0002) of a curie of tritium were discharged, l

No radiation above normally occurring background levels was detected in any of the samples collected from the EPA's air and gamma. rate networks during the periods from January 14, 1983 through January 20, 1983.

r Major Activities 1.

Submerged Demineralizer System (SDS).

Processing of SDS batch 41 (48,000 gallons of reactor building sump water), which was interrupted on January 7, 1983, to allow the EPICOR II processing of water from the "A" once-through-steam-generator (OTSG), was resumed on January 18,1983; it is now in progress.

In addition, 40,000 gallons of. reactor coolant system (RCS) water, which had 'gone through the RCS " feed and bleed" i

process, have been staged in the "C" reactor coolant bleed tank (RCBT) to await SDS processing.

EPICOR II.

EPICOR II completed processing water from the "A" 0TSG (EPICOR 11 batch 151) on January 16, 1983. On January 17,1983, EPROR II began processing water-from the SDS monitor ranks (effluent ~

from SDS batch 41). Two batches (152 and 153) of this water completed the processing through EPICOR II by January 19, 1983.

Reactor Building Entries.

Five reactor building entries were conducted 3.

during the week of January 16, 1983. Activities conducted in the reactor building included decontamination of the reactor vessel service structure i

l and an inspection of the polar crane by an NRC consultant. The effectiveness of the service structure decontamination will be evaluated next week.

(Pre-decontamination measurement indicated localized hot spots around the service structure cooling fans which were in excess of l

10 R/hr.) The polar crane inspection did not identify any hardware deficiencies which could delay the crane recovery schedule.

. The licensee is developing plans to remove three motors, each of which

move one of the 69 control rod driv,e mechanisms (CRDM's), from t e h

reactor vessel by the end of February,1983.

The CRDM nozzle openings will then be used as access ports for additional inspections of llr<

, conditions under the reactor vessel head and on top of the reactor plenum. The task is designed to verify previous radiological measurements; these indicated that the gamma radiation levels above the plenum were in excess of 500 R/hr.

SDS Liner Shipments. The second recombiner loaded SDS liner was shipped I

January 21, 1983. This radioactive waste liner, which contains approximately 113,000 curies of mixed fission products (predominately as cesium 137 and strontium 90 and their daughter products), is scheduled to 24,1983. The catalytic-recombiner-arrive at the DOE facility on January loaded liner was monitored at TMI to demonstrate that non-combustible gas mixtures (<1.0% hydrogen gas) and vacuum conditions (<4.0 psia) would be

maintained for at least twice the expected handling and shipping period.

The licensee is preparing the third recombiner-loaded SDS liner (in a scheduled group of approximately 10) for shipment. This next shipment is scheduled for mid-February 1983.

Two EPICOR II prefilters (PF-l'1 and EPICOR II Prefilter Shipments._

PF-19) were shipped from TMI to Idaho National Engineering Laboratory (INEL) this week.

(See " Licensee Radioactive Material on Radwaste Shipment"section). These EPICOR shipments bring to a total of 20 (in a grcup of 49) prefilters that have been shipped to INEL. One prefilter shipment'is scheduled for next week. The licensee's current plans are to have the remaining 29 prefilters shipped by September, 1983.

Nuclear Fuel Services (NFS) Erwin, Tennessee On January 19th members of FCUF staff met with Region II staff to discuss what j

Region II would like to see included in the forthcoming NFS renewal application.

It was agreed that the FCUF branch would send a letter to NFS identifying areas where changes are needed and that Region II and FCUF would meet with NFS in a couple of months to discuss the information needed in the renewal application.

CRBR Fuel Cycle Environmental Review The transcripts of the applicant, staff and intervenor's oral findings of facts concerning fuel cycle, safeguards, collocation and effects od facilities in the Oak Ridge area were reviewed and commented on.

Review was initiated on drafts of the written findings of fact and arguments of the staff for final filing with the hearing board.

Uranium Mill Tailings Regulation Tas'k Force

- A detailed review of the preliminary draft EPA regulation on control of uranium

mill tailings is underway in preparation for providing comments to EPA.

Acticn Plan Working Group Meeting The APWG (State, ACDA, DOE and NRC) met on January 18, 1983. The status of all priority activities for FY83 was reviewed in addition to upcoming IAEA safeguards related meetings.

NMSS has been assigned responsibility for planning and coordinating preparation for the next IAEA consultants meeting to be held l

March 7-11,1983, notwithstanding the current status of the U.S. reassessment of its participation in the IAEA. The next APWG meetings are scheduled for February 22, March 22, and April 19, 1983.

The following Significant Enforcement Action was taken during the past week:

EN 83-04, Arkansas Power and Light Company (Arkansas Unit 1),- A Notice of Violation and Proposed Imposition of Civil Penalty of $5,000 and also a Confinnatory Order Modifying License Effective Imediately was issued January 18, 1983. This action is based upon a material false statement made by the licensee wherein required testing which had been stated as being completed had in fact not been completed.

1, Aerosol Release and Transport

(

A single component aerosol test for limestone aggregate concrete has j st been conducted in the Nuclear Safety Pilot Plant (NSPP). The NSPP is a 38m facility with spatially distributed aerosol sampling. The test required a specially designed plasma torch with a non-clogging concrete feed. The concrete was powdered to pass a 180 mesh screen and oven dried. The feed rate was about 1 kg/hr for 20 minutes to establish an essentially steady state aerosol condition.

Sampling was conducted throughout the following 24 hr. period. The atmosphere was essentially air and. saturated steam at about 15 psig with a vessel wall temperature of about 220*F at the beginning of the test.

Data reduction will require 2 or 3 weeks. Aerosol model developers will be con-sulted to establish the need for a. dry concrete test. The next test is I

tentatively a three component test, iron and uranium oxides and concrete.

PBF The test train (containing the fuel rod bundle) used for the SFD scoping test co6 ducted in October 1982 has been cooling in the PBF canal. This test (32-rod bundle) reached temperatures of approximately 4000*F during a slow heatup transient of approximately 1/2'C/sec. Test results are still being analyzed. The results of a gamma scam suggest that the fuel rods did not all collapse into the bottom of the bundle. The bundle is being removed (termed defueling)(and will be placed into a cask in prep-aration for shipnent to the TRA INEL-Test Reactor Area) hot cell.

i Nuclear Plant Analyzer Detailed performance specifications for the Nuclear Plant Analyzer (NPA) have been prepared and sent to INEL. These specifications will be used to produce a pilot version of NPA for TRAC-PWR and RELAP 5 codes.

On Monday and Tuesday Prof. A. Sakurai and Associate Professor H. Yoshikawa of Kyoto University in Japan and Mr. T. Yano of the Japan Atomic Energy Research Institute.(JAERI) visited SNL and LASL to discuss nuclear reactor safety experiments and analysis.

ITEMS OF INTEREST WEEK ENDING JANUARY 21, 1983 Data General ECLIPSE MV/8000 A Data General ECLIPSE MV/8000 computer has been installed in the P-634 computer room.

It is a high performance mini-computer with two million characters of memory, expandable to twelve million characters, and is capable of supporting 32 simultaneous users.

It has been undergoing hardware and systems software testing for the past several weeks and is now available for general scientific and administrative timesharing use.

The MV/8000.is considered to be a " Super-mini"' computer. This means, for comparison purposes, it has capabilities roughly similar to that of an early 1970's mainframe, for example, such as the IBM 370 series computers.

By acquiring the MV/8000, NRC now has a number of new computing tools that will reduce the time, and therefore cost, it takes to develop new appli-cations.

For example, we estimate that developing the new materials licensing system in-house on the MV/8000 will cost less than $2 million, compared with Sandia Corporation's $6 million proposal and save several years in the process. The new machine has user-friendly software that will permit much easier program access by users.

For instance, users will be able to query systems and write reports without significant support from the ADP staff.

For the computer system that will be installed in the NRC Operations Center and 'or other operational systems such as Payroll and Personnel, the MV/8000 will be used to make program changes without impacting

' day-to-day operations.

In the scientific area, using the MV/8000 will reduce our dependence on DOE Labs for developing and operating analytical codes. Although the MV/8000 doesn't eliminate NRC's need for computing power from the Labs, we estimate savings in timesharing costs alone, not even considering the convenience.and priority service to users, that will quickly recapture the investment cost of this new machine.

The MV/8000 also presents an excellent opportunity to test alternative office automation (0A) concepts, particularly in word processing and electronic mail. Additional information on these 0A concepts will help us incorporate up-to-date management tools in the new NRC Operations Center.

Resident Inspector Pilot Program An IBM personal computer (microprocessor) has recently been installed at the Calvert Cliffs site in Region I.

Specific tests will be commencing shortly on data transmission to Region I, Headquarters, NIH Computer Center, DOE Labs, other reactor sites, the new MV/8000, and compatibility with Office Automation equipment such as the IBM Displaywriter and 5520.

Sacramento Municipal Utility District Rancho Seco - DN 50-312 An unplanned offsite release of tritiated water occurred when the licensee overflowed the miscellaneous water holdup tank in the tank farm.

The drain.. system channeled the water to the cooling tower blowdown drain' system and subsequently offsite. No radionuclides other than tritium were involved.

The concentration of the water prior to dilutton by the cooling tower blowdown was 4.6E-2 uci/ml.

The event resulted in total offsite release of about 0.14 curie at a maximum concentration of 32% of the MPC.
