Report Nos. 50-43S/82-22 and 50-439/S2-22
This refers to the routine safety inspection conducted by Mr. T. D. Gibbons of
thi s of fice on July 13-16, 19S2, of activities authorized by NRC Construction
Permit Nos. CPPR-122 and CPPR-123 for the Bellefonte facility.
Our preliminary
findings were discussed with Mr
W. R. Dahnke, Project Manager, at the conclusion
of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report.
Within these areas, the inspection consisted of
selective examinations of procecares and representative records, interviews with
personnel, and observations by the inspector.
During the inspection, it was found that certain activities under your license
appear to violate NRC requirements.
This item and references to pertinent
requirements are listed in the Notice of Violation enclosed herewith as Appen-
dix A.
Elements to be included in your response are delineated in Appendix A.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure will
be placed in the NRC's Public Document Room unless you notify this office, by
telephone, within ten day; of the date of this letter and submit written appli-
cation to withhold information contained therein within thirty days of the date
of this letter.
Such application must be consistent with the requirements of
2.790(b)(1).
The responses directed by this letter and the encl;sures are not subject to the
clearance procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, PL 96-511.
