is provided:
1.
Question - Was the temporary connection between the Unit 1 and Unit 2 1
spent fuel pool cooling systems approved by the lice. nee's onsite and offsite review committees?
Response - As required by the Salem Technical Specifiutions the onsite review comittee had approved the design change proposal and had considered that it did not constitute an unreviewed safety issue. Under these circum-l stances the Technical Specifications require the offsite review comittee i
I to review the safety evaluation to verify that the onsite review comittee's action met the definitions and requirements of Section 50.59,10 CFR. This i
review need not be made before the design change is implemented.
2.
Question - Did the NRC Resident Inspector have the opportunity to review the procedure prior to its use?
Response - No. The inspector was aware of the proposed temporary design change; however, this item was not selected for review during this period.
3.
Question - In the staff's review of spent fuel pool modifications has an' event such as that occurring at Salem 1 and 2 been considered?
Response - Yes. The staff reviewed the potential for loss of water through drainage from this circulation line.
It was verified that drainage would be teminated by anti-siphon devices when the water level dropped four feet below normal. This system assures that the spent fuel will always be j
covered by at least 18 feet of water.
Drainage pathways are reviewed as part of the Standard Review Plan (59.3.3).
4.
Question - What steps will be taken to ensure that a similar event does not occur at other operating facilities?

Pursuant to the Freedom of Information Act 5 USC 8 9 (subpart A), the Critical Mass Energy Project hereby requests copies of the information detailed as follows:

Any and all documents, including but not limited to letters, memoranda, reports and studies, which have been sent or routed by Commissioner Thomas Roberts (or his staff or office) to other NRC Commissioners, William Dircks (or the office of EDO), or Victor Stello (or the office of Generic Requirements).
2.
Any and all correspondence, or documents which detail correspondence, between Commissioner Roberts and NRC Chairman Nunzio Palladino concerning the nomination of new NRC Commissioners.
3.
Any and all correspondence, or documents which detail correspondence, to or from the White House and any NRC Commissioner which discusses in whole or part the selection or nomination of NRC Commissioners.
4.
Any and all documents, including but not limited to letters, memoranda, reports, studies and minutes from meetings, sent or routed to the White House from the NRC (or sent or routed to the NRC from the White House) which mention or refer to:
nuclear power; NRC or DOE rules, regulations, and requirements; meetings of Vice-President Bush or White House Science Advisor George Keyworth which deal with nuclear power; President Reagan's October 8, 1981, statement on nuclear power.
5.
Any and all correspondence, or documents which detail correspondence, to or from the White House and any NRC Commissioner which discusses in whole or part the hiring or firing of NRC personnel.

Any list, paper (s), file (s), or other document which indicates, mentions, or refers to political party affiliation of NRC personnel.
Specifically included in this request are any and all documents which list or refer to "non-career" NRC employees.
We also request that both the Commissioners' and personnel offices be asked for this information.
8.
Any and all documents written or routed by Chairman Palladino or Commissioner Roberts (or their staffs or offices) regarding the hiring or firing of NRC personnel for the general counsel's office or executive director for operations' office.
9.
The phone logs of Commissioner Roberts, or any other record of verbal communication, and any documents not requested above and not available in the NRC Public Documents Room written by Commissioner Roberts or his staff.or sent or routed to him.
Specifically included in this request are any record of conversations and copies of all written documents to or from Commissioner Roberts and Southern Boiler and Tanks, AIF, EPRI, EEI, ANEC, Bechtel, Westinghouse, General Electric, NSAC and other industry or utility groups or companies or their employees.
The requested documents are being sought for a-study --
and article about the NRC by the Critical Mass Energy Project.
Nothing in this request should be interpreted as a request for the private records of a specific individual.
Hence, no provisions of the Privacy Act should be deemed applicable.
We request a complete waiver of all costs you might incur in processing this'information or providing us access to it under provisions at 10 CFR E 9, 14a and the Freedom of Information Act, as the information will be used in the general.public interest.
If all or any part of this request is denied, please cite the specific exemption (s) which you think justifies your refusal to release the information and inform us of the appeal procedures available to us under law.
