Dear Mr. Chairman:
As you are aware, this Subcommittee held a hearing June'18 on the current efforts to expedite licensing of new nuclear power plants.
Testimony at that hearing regrettably was curtailed by the Subcommittee Members' need to attend House floor debates.
As I suggested at the end of the hearing,.therefore, a few ad-ditional questions should be posed to complete the hearing record.
Your answers to these questions will be of tremendous benefit to the Subcommittee's oversight work.
r' The questions attached are directed to the five Commissioners now sitting.
I would appreciate it'if each Commissioner felt free to express his individual views on these questions, so that we can understand the range of viewpoints at the Commission on these dif.-
ferent issues.
Rep. Hiler has already submitted certain questions to the Commission, including former Commissioner Joseph Hendrie.
The answers' to those ques ~tions will also' be includ~ d in the hearing e
record.
In order to present this information to the Sufc'ommi'ttee upon their return from the August recess, I would also appreciate these answers by close of business, August 28, 1981.

p Commissioner Bradford noted in his testimony'that a number of safety-related programs or initiatives, including certain ones arising from previous accidents, notably those at Three Mile Island (TMI) and Browns' Ferry, have slipped behind in their implementation schedules.
List any and all such safety-related programs which have not been completed by the originally-scheduled deadline.
Describe
' briefly the safety purpose and reasons for each of those programs and. indicate when these programs will in fact be completed given current manpower and fiscal realities.

In the Commission's May, 1981 report to the Appropriations Com-
- r mitt 6e, a number of plants were listed.as potentially being completed prior to the completion of licensing hearings.
As of the date of your response to thi.s, question, give the NRC's l
best current proj ection -- not the utilities' -- of when those plants will be ready for operation and indicate whether that I
anticipated date will precede completion of licensing hearings.

If there are any cases where plant readiness is now expected t
by the NRC to occur prior to completion of licensing hearings, indicate how long the time is expected to be between those two events for each such plant.
l In addition, for each plant so listed, provide the Subcommittee t
with copies of relevant documents, including submissions-by the
,F utilities -involved, which describe the history of the plant to date, stating its original completion date and the reasons for any delays in its completion.

Describe briefly any shifts in manpower and other resources into, the current effort to expedite licenses, noting specifically all those NRC offices or groups and those NRC programs which haye been reduced, altered or delayed as part of those shifts in man-power and resources.

Describe briefly the current NRC position and staff and Commission i activities on the question of financial qualifications of utilities for operation of nuclear power reactors.

Describe the current NRC program for addressing the problem of
" unresolved safety issues."
Note specifically how many such issues exist, what they are (in brief lay terms), how many plants each one affects, and state when or if the NRC expects to h. ave a solution for each.
Specifically discuss what the NRC is doing-

to force implementation of such solutions once they have been devised.
