REGULATIONS
Background
This proposal was initially presented to the Commission on October 30, 1981.
The proposed amendment to 10 C.F.R. 5 50.47 would eliminate the requirement for a FEMA or NRC finding on the adequacy of offsite emar-gency planning and preparedness in order to issue an operating license authorizing fuel loading and/or low power operation up to 5% power.
FEMA has provided some comments to be added to the supplementary information of the Federal notice which points out that a finding regarding onsite capability (which would still be made) would of neces-

sity consider some aspects of some offsite elements.
