  • i Dear Mr. Denton z' Pursuant to 10 CFR 50.59, Commonwealth Edison Company proposes to amend Appendix A of the Technical Specifications to Operating Licenses DPR-29 and OPR-30 for Quad Cities Station Units 1 and 2, respectively.

These changes, in the form of an attachment to this letter, revise the requirement of isolating the Control Rod Orive (CRD) pumps from accumu- '

lators to apply only to single red scram testing. . ,

The request to limit CRD pump isolation from' accumulators to only single CRD scram tests is being made because Commonwealth EdisonCis considering purchase of equipment that would allow multiple scram time s testing, for exa9ples, during any reactor scram.

For scram timing test purposes, isolation of the CRD pump need only be done for single CRD scram testing; during full-core testing there is insufficient charging system capacity to bias sciam insertion times.

The current BWR Standard Technical Specifications reflects this distinction (see section 4.1.3.2) and is being applied to plants < currently being licensed (for example LaSalle Station Unit 1). Therefore, Quad Cities Station should not be required to isolate the CRD pumps except when performing single rod scram tests.

These proposed changes have received On-Site and Off-Site Isview.

We have reviewed 10 CFR 170 and have determined that this. request constitutes a combined Class I and III request. Accordingly, a fee s remittance in the amount of $4,400 is enclosed. .
