APPENDIX A NOTICE OF VIOLATION Florida Power Corporation Docket No. 50-302 Crystal River Unit 3 License No. OPR-72 Nuclear Generating Plant l
As a result of the inspection conducted on April 29 through May 22,1981, anri in accordance with. the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),
the following violation was identified.
Technical Specification 3.7.8.1 requires the auxiliary building ventilation exhaust system to be operable with four filter systems.
The action statement for Technical Specification 3.7.8.1 allows continued operation for up to seven days,with one filter sptem inoperable.
Contrary to the above, during the period of 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br /> on May 5,1981 through 1554 hours0.018 days <br />0.432 hours <br />0.00257 weeks <br />5.91297e-4 months <br /> on May 9, 1981 power operations contiaued with three of the four required filter systems inoperable due to maintenance activities being conducted on the filter system.
This is a Severity Level IV Violation (Supplement I.D.3).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged viola-l tion; (2) the reasons for the violation if admitted; (3) the corrective steps I
which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further vio'ations; and (5) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitced under oath or affirmation.
