Gentlemen:
Subject: Report No. 50-302/81-07
This refers to the routine safety inspection conducted oy Mr. T. Stetka~of this
office on April 29 through May 22, 1931, of activities authorized by NRC License
No. DPR-72 for the Crystal River Unit 3 Nuclear Generating Plant facility. Our
preliminary findingg were discussed with Mr. D. Poole and other members cf your
staff at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report.
Within these areas, the inspection coat,isted of
selective examinations of precedures and representative records, interviews with
personnel, and observations by the inspectors.
During the insoection, it was found that certain activities under your license
appear to violate NRC requirements.
This item and references to pertinent
requirements are listed in the Nntice of. Violation enclosed herewith as
Appendix A.
Elements to be
d in your response are delineated in
Appendix A.
We have examined actions you have taken with regard to previously reported
unresolved items. The status of these items is discussad in the enclosed report.
Two new unresolved items are identified in the enclosed inspection report. Then
items will be examined during subsequent inspections.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this
letter and the enclosed report will be placed ir, the NRC's Public Document Room.
If the report contains any information that you believe to be exempt from
disclosure under 10 CFR 9.5(a)(4), it is necessary that you:
(a) notify this
office by telephone within ten days from the date of this letter of your
intention to file a request for withholding; and (b) submit within twenty-five
days from the date of this letter a written application to this office to
withhold such information. If your receipt of this letter has been delayed such

Consistent with
section 2.790(b)(1); such application must be accompanied by an affidavit
executed by the owner of the information which identifies the document or part

specificity the considerations listed in 10 CFR 2.790(b)(4).
