We offer the following response to the violation listed in the referenced inspection report.
NOTICE OF VIOLATION Technical Specification 3.7.8.1 requires the auxiliary building ventilation exhaust system to be operable with four filter systems. The action state-ment for Technical Specification 3.7.8.1 allows continued operation for up to seven days with one filter system inoperable.
Contrary to the above, during the period of 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br /> on May 5, 1981 through 1554 hours0.018 days <br />0.432 hours <br />0.00257 weeks <br />5.91297e-4 months <br /> on May 9, 1981 power operations continued with three of the four required filter systems inoperable due to maintenance activities being conducted on the filter system.
Response: Florida Power Corporation concurs with the vio?.ation,and we offer the following:
-We find the reason for violation was the lack of complete under-standing of Technical Specification 3.7.8.1 by personnel involved with testing the filter system while in Mode 1. The Surveillance Procedure and the Maintenance Procedure did not contain any caution notes to warn personnel of the ramifications for multiple filter removal. Procedure changes have been made to rectify this. 'SP-187, Auxiliary Building Ventilation Exhaust System Testing, and MP-106, HEPA and Charcoal Filter Removal and Replacement,were both amended on 6/2/81.

-On May 15, 1981, the Technical Specifications Coordinator conducted training for all Technical Services Engineers on Technical Specifica-tion requirements with respect to LIMITING CONDITIONS FOR OPERA 110N and SURVEILLANCE REQUIREMENTS. As a result of the instruction and procedure changes, we have administrative 1y altered our surveillance testing program; wherein, only one filter will be tested at a time.
In addition to this, "e have been seeking relief from STS 3.7.8.1 for filter testing. Furthermorc, a Request for Engineering Information has been generated that would install a new refueling area filter system separate from the Auxillary Building filter system and thus relax the Limiting Cenditions for Operation for this Specification.
