Remote Reactor Coolant Temperature Instrument was inoperable contrary to Technical Specification 3.3.3.5.

Conditions Prior to Occurrence:

Mode 5 cold shutdown (0%)

Description of Occurrence:

During routine shutdown operation it was discovered during review of shutdown data.that Remote Reactor Coolant Temperature Indicator RC-4A-TI2 was inoperable. Maintenance was initiated and operability was restored at 2305 on July 7, 1981.

Designation of Apparent Cause:

The cause of this event is attributed ta dust and lint in the meter which caused it to stick at 584*F.

Analysis of Occurrence:

Redundant instruments were available. There was no effect upon the health or safety of the general public.

Corrective Action

l The instrument was cleaned and the functional test was satis-factory. No further corrective action is deemed necessary to prevent recurrence.

Failure Data:

This was the first occurrence of this type and this is the eighth event reported under this Specification.
