Dear Mr. burstein:

On Novenber 20, 1980 the Nuclear Legulatory Comission ant a letter to all power reector licensees (except SEP licensees) regarding technical specification revisions for snebber surveillance.

Your response, dated February 19, 1991, stated that yoa had reviewed the current Point Leach Technical Specifications alainst the naterial contained in our November ?'),

letter and found that they adequately addressec our concerns rerardin!

bycraulic snubbers.

You further stated you do not have any rochanical snubbers on safety related equipnent at Foint Beach, relephone converutions with cambers of your staf f indicated that further infornation unta ned in the Point St h Nuclear Plant orocedures for hydraulic snubber surveillance would provide clarification of your response and help resolve our concerns.

i,y letter dated i. arch 13, 19M1, we formally roquested a copy of your hydraulic snubber surveillance procedures and resolved the issue 01 nechanical snubbers for the Point Beach Nuclear Plant.

You resolvded to our request by letter cated karch ?4, 1901.

..e hava completed our review of your latest response and find that the followina items renain unresolveu.

New rec, uircrents have eliminated the 50,000 lbs, rated capacity as the excuption linit f or inservice sr,ubbers testing.

The NPC r' cognizes that you may not be able to test snubbers rated at 50,000 lbs. or arcater to their full rated capacity.

However, the.4C feels that all snubbers should br-functionally tested to meet the acceptance crito,ia describori in our standar<J technical spocification, a copy of which is enclosed.

Further, section 4.7.n.f nf the nes 8107140843 810702 PDR ADOCK 05000266 p
