a3V DOCKET NOS. 50-266 AND 50-301 TECHNICAL SPECIFICATION CHANGE REQUEST NO. 70 HYDRAULIC SNUBBER SURVEILLANCE POIN7 BEACH NUCLEAR PLANT, UNITS 1 AND 2 Your letter dated November 12, 1981 requested additional information regarding our Technical Specification Change Request No. 70 dated September 1, 1981 as it related to hydraulic snubber surveillance.

Specifically, your staff directed that the Technical Specifications proposed with our September 1, 1981 license amendment request be modified to propose quantitative acceptance criteria for the lock-up and bleed tests conducted on hydraulic snubbers to verify functional operability.

In response to these directives, we have proposed in the enclosure to this letter additional changes to Point Beach Technical Specification 15.4.13, " Shock Suppressors (Snubbers) ", which adopt the hydraulic snubber functional test acceptance criteria provided with the guidance attached to Mr.

Eisenhut's letter dated November 20, 1980.

We have included in the bases an additional clarification that the acceptable ranges for lock-up and bleed for each snubber test are as specified by the snubber manufacturer.

Your letter also requested that we provide a schedule for i

obtaining suitable test equipment ~which will permit licensee's staff to perform the quantitutive snubber surveillance testing discussed above.

We have made' initial contact with several vendors capable of providing the necessary test equipment.

However, at this i

time, we cannot determine an-accurate schedule for purchasing.and obtaining such equipment.

We,- therefore, request an additional 30 days to evaluate-the preliminary information we have~obtained at which time we will inform you of our procurement plans and schedule.

the NRC until after we have informed the Commission that the equipment necessary to quantitatively test the hydraulic snubbers has been received and installed at the Point Beach Nuclear Plant.

We trust that this additional time required to provide our schedule for obtaining snubber test equipment necessitated by the quantitative snubber testing required by the NRC will not adversely impact your review schedule.
