Dear Mr. Burstein:

We have reviewed the response from Mr. Foy of your staff dated February 19, 1981, to Mr. Eisenhut's letter to all power reactor licensees dated November 20, 1980, regarding inservice surveillance requirements for snubbers. We understand from your response that you have no mechanical snubbers installed at the Point Beach Nuclear Plant. We have verified this with the resident inspector at the plant and therefore consi.er this matter resolved for your facility.

You also responded that in reviewing your Technical Specifications you find that they adequately address our concerns regarding hydraulic snubber surveillance and therefore require no changes.

In phone conversations with members of your staff we requested additional documentation in support of your conclusion and we understand that you will submit to us copies of your' existing procedures for hydraulic snubber surveillance including acceptance criteria. As Technical Specification changes were requested within 120 days of Mr. Eisenhut's November 20, 1980 letter, we would appreciate a prompt response to facilitate our review.
