HATCH NUCLEAR PLANT UNITS 1, 2 RPS POWER SUPPLY POWER MONITORING SYSTEMS PROPOSED TECHNICAL SPECIFICATIONS Gentlemen:

Pursuant to 10 CFP,50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company hereby proposes changes to the Technical Specifications for Plant Hatch Units 1 and 2. The proposed changes to the Unit 2 Technical Specifications are due to the incorporation of redundant breakers on the output of the Reactor Protection System Motor Generator Sets. Similar specifications were incorporated into the Unit 1 Technical Specifications by Amendment 70 to the Unit 1 Operating License in your letter of August 14, 1979. Additional discussion of the design modification and proposed Technical Specifications was contained in our letters dated May 22, June 4, and June 25, 1979.

The proposed amendment to the Unit 1 Technical Specifications would revise the RPS power monitoring system Functional Test frequency from once per six months to once per operating cycle. Experience with the power monitoring system shows it to be highly reliable and not subject to setpoint drift. In addition, the elimination of the requirement to perform the Functional Test during operation would reduce the potential for unnecessary challenges to the RPS system and possibly avoid unnecessary scrams.

The proposed amendment to the Unit 2 Technical Specifications would make them similar to the previously approved Unit 1 Technical Specifications by eliminating specifications on the RPS MG sets and replacing them with specifications on operability of the RPS power monitoring systems.
