AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 23 License No. NPF-5 l.
The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment by Georgia Power Company, et al.,
(the licensee) dated October 15, 1980, as supplemented November 11, 1980, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act).and the Comission's rules and regulations set forth in 10 CFR ' Chapter I; l
B.
The facility will operate in confomity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and ' safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulation;;
D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements
- have been sa'tisfied.

Accordingly, Facility Operating License No. NPF-5 is hereby amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and as follows:
A.
Revise paragraph 2.C.(2) to read:
(2) The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 23, are hereby incorporated in the' license. The licensee shall operate the facility in accordance with the Technical Specifications.
B.
Delete paragraph 2.C.(3)(e).
3.
This amendment is effective as of the date of its issuance.

E A.C. SOURCES - SHU OWN LIMITING CONDITION FOR OPERATION 3.8.1.2 As a minimum, the fallowing A.C. electrical power sources shall be OPERABLE:
a.
One circuit between the offsite transmission network and the onsite Class lE distribution system, and b._
One diesel generator with:
1.
A day tank containing a minimum of 900 gallons of fuel, 2.
A fuel stcrage tank containing a minimum of 32,000 gallons of fuel, and 3.
A fuel transfer pump.
APPLICABILITY:
CONDITIONS 4 and 5.
ACTION:
With less than the above reouired A.C. electrical power sources OPERABLE, suspend all operations involving CORE ALTERA1' IONS, irradiated fuel handling, positive reactivity changes or operations that have the potential of draining the reactor vessel. The provisions of Specifica-tion 3.0.3 are not applicable.

ELECTRICAL POWER SYSTEMS 3/4.8.2 ONSITE POWER DISTRIBUTION SYSTEMS ELECTRIC POWER MONITORING FOR REACTOR PROTECTION SYSTEM LIMITING CONDITION F0r OPERATION 3.8.2.7 The power monitoring system for a RPS MG set or the Alternate Source shall be OPERABLE if in service.
APPLICABIL ITY:
At all times.
ACTION:
With the power monitoring system for a RPS MG set or the Alternate Saurce inoperable, restore the inoperable power monitoring system to OPERABLE status within 30 minutes or remove the RPS MG set or Alternate Source associated with the inoperable power monitoring system from service.
One channel of a power monitoring system nay be inoperable, as necessary for test or maintenance, not to exceed 5.. curs per month.
SURVEILLANCE REQUIREMENTS 4.8.2.7 The above specified RPS power monitoring system instrumentation shall be determined OPERABLE:
a.
At least once per 6 months by performing a FUNCTIONAL TEST; and b.
At least once per operating cycle by demonstrating the OPERABILITY of over-voltage, under-voltage and under-frequency protective instrumentation by performance of a CHANNEL CALIBRATION including simulated automatic actuttion of the protective relays, tripping logic and output circuit breakers and verifying the following setpoints.
1.
Over-voltage i 32 VAC, 1
2.
Under-voltage > 108 VAC, with time delay relay set to zero*,
and i
3.
Under-frequency > 57 Hz.
