Dear Mr. Creel:
SUBJECT:
WITHDPAWAL OF AMENDMENT REQUEST REGARDING A ONE-TIME EXTENSION OF THE CONTAINMENT INTEGRATED LEAK RATE TEST INTERVAL. (TAC 75223) l f
Your application of October 27, 1989, as supplemented ou December 8 and 20, 1989,- requested a one-time extension to the Technical Specification-(TS) interval 4.6.1.2a for performino a containnent integrated leak rate test (CILRT) at Calvert Cliffs Unit f.
This extension was requested until August 1,1990 or entry into Mode 4 (reactor coolant system (RCS) temperature greater than 200 degrees F but less than 300 degrees F).
Currently, Unit 2 is defueled.
As the TS 3/4.6.1, " Primary Containnent,"
l requirements including TS 4.6.1.2a are only applicable to operation in Modes 1 through 4, the requirement to perform a CILRT must only be completed prior to heatup to Moec.4 as long as the unit is maintained in comp (liance with the CILRT schedular requirenents contained in-Section III.D.1. a) of 10 CFR Part 50, Appendix J.
Consequently, this amendment of TS 4.6.1.2a is not needed due to current plant conditions.
This determination was discussed with your licensing staff on December 21, 1989, whereupon they agreed to the withdrawal of this anendment request.
This letter constitutes notice that the October 27, 1989 TS anendment request has been withdrawn from further NRC staff consideration.
Sincerely, hf&)u M Scott Alexander McNeil, Project Manager Project Directorate I-1 Division of Reactor Projects - I/II Office of Nuclear Reactor Regulation O
