Dear Mr. Stolz:

This is in response to Mr. D. G. Eisenhut's letter dated November 20, 1980 (Log No. 638) concerning technical specification revisions for snubbers surveillance.

Mr. Eisenhut's letter requested a license amendment application to incorporate the applicable portion of model technical specifications to the Davis-Besse Nuclear Power Station Unit l's (DBNPS)

Technical Specifications, Appendix "A" to License No. NPF-3, to embody changes, improvements and clarifications based on recent operating experience.

Toledo Edison is participating with the American Society of Mechanical Engineers (ASME) in developing the program " Examination and Performance Testing of Nuclear Power Plant Dynamic Restraints (snubbers)", ANSI /

ASME OM-4.

This standard represents development of a program of periodic examination and testing of equipment dynamic restraints (snubbers) from pre-service inspection through the life of the plant.

Its status now reflects development by experienced utility and industry personnel as well as general industry consensus. Recognizing the degree of experience, expertise and review afforded this standard, Tcledo Edison strongly encourages its endorsement by the NRC as an acceptable alternative to your November 20, 1980 letter.

Toledo Edison is committing to the ANSI /ASME OM-4 standard. When ASNI/

ASME OM-4 is issued, DBNPS will incorporate this standard as an integral part of the inspection program. As a result of this Toledo Edison commit-ment to ANSI /ASME OM-4, no license amendment application is required.
