PRELIMINARY NOTIFICATION May 18, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURREMCE--PN0-79-118 This preliminary notification constitutes EARLY notice of an event of POSSIBLE saft+v or public interest significance.
The information presented is ss initially received without verification or evaluation

INOPERABLE HYDRAULIC SNUBBERS The RIII onsite inspector notified the region today that, of 97 Grinnell hydraulic snubbers tested to date, 68 have failed to meet the acceptance criteria for bleed rate and/or lockup.
Of the snubbers tested, two-thirds were tested by Grinnell.
There are 254 safety-related snubbers in the plant.
The major problem is a low bleed rate.
Grinnell attributes the low bleed rate primarily to air contamination in the snubbers.
The air conta.wination has been tentatively traced to fabrication and original installation techniques.
The licensee is planning to test and repair, as required, all safety-related snubbers.
The licensee is also re-evaluating the acceptance criteria.
Current criteria for bleed rate (for snubbers rated at less than 50,000 pounds) is 3-8 inches per minute and lockup is 6-20 inches per minute.
RIII will continue to follow this matter to resolution, f;either the licensee nor RIII intends to issue a press release.
The State of Ohio is being notified.
