with Radioactive Materials On June 11, 1981, OMB, NRC, EPA and DOE representatives met to discuss the draft NRC/ EPA Memorandum of Understanding (MOU) on control of areas contaminated with radioactive materials. General staff agreement has been reached on all sections.of the MOU except one which discusses federal cleanup capability.
The remaining issue concerns what should be said about the availability of funds from the Superfund Act.
Standard Review Plan (SRD) for Reviewing Radiological Contingency Plans for Fuel Cycle and Materials Facilities Staff has completed above SRP. Submittal of radiological contingency plans are required by July 1, A.ugust 31, and October 29, 1981, respectively, for three j
separate groups of licensees.

0FFICE OF NUCLEAR REACTOR REGULATION WEEK ENDING JUNE 18, 1981 SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 1 San Onofre Unit.1 commenced its 8th cycle of power operation on June 15, 1981.
The outace for refueling and steam generator repair commenced on April 9,1980.
Actions included in this extended outage were:
(1) fuel loading for an 18 month power cycle (2) steam generator repair (discussed below), (2)
In~ service Insoection, (4) Scheduled refueling interval equipment over-hauls, inspection and surveillance, (5) Disassembly and inspection of High Pressure and both Low Pressure Turbines, (6) Containment Integrated Leak Rate Test, and (7) Replacement of RHR pump couplings.
CL. Onofre Uni.t 1 was shut down on April 8,1980, two days prior to a
-scheduled maintenance and refueling outage, due to increasing primary-to-secondary leakage.
Initial steam generator diagnostics, including eddy current inspections and tube pulling and metallographic examinations indicated that significant intergranular attack (IGA) was occurring at the top of the tubesheet in the inlet side tubing of all three steam generators. Attack was initiated from the secondary side of the tubes.
In July,1980, SCE advised the NRC that development and implementation of a steam generator tube bundle repair using metallurgically joined sleeves had been undertaken.
In February,1981, when difficulties were beir.g encountered with the metallurgically joined sleeve, an alternate design using a mechanical joint was developed.
Ultimately, approximately 500 metallurgically joined sleeves and 6000 mechanical sleeves were 0
installed.
SCE has elected to reduce RCS temperature approximately 25 F in an attempt to reduce the rate of corrosion attack on the tubing.
Other plant modifications based on NRC requirements included:
(1) TMI o
mods, (2) Fire Protection mods, (3) refurbishing the recirculation flow coc' col valves and replacing terminal blocks with in-line splices for Environmental Qualification, (4) the anchorage of safety related electrical equipment was reanalyzed and modified to ensure seismic withstand caoability,
'.(5) installing flow totalizer to monitor pcssible service water leaks inside containment per IE Bulletin 80-24, and (6) surveillance of safety injection system check valves per NRC order of April 20, 1981.
A steam generator. inspection outage is presently scheduled after 6 months

of full power operation. The next refueling outage is scheduled after 18 months of full power operat'on.

Effluent and En"vironmental (Radiological) Information_

Liquid effluents from the TMI site released to the Susquehanna River after processing, were made within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement dated Febr'uary 27, 1980.
During the period June 7,1981, through June 13, 1981, the effluents contained no detectable radioactivity at the discharge point although individual effluent sources which originated within Unit 2 contained minute amounts of radioactivity.
Calculations indicate that less than 1 millionth (0.000001)' of a curie of Cs-137 was discharged.
This represents less than 0.000001% of the pennissable total liquid activity as specified in Technical Specifications for operational comercial reactors.

On the basis of the data from these samples, a draft affluent report is issued monthly by the '
licensee. Airborne effluent information will be provided in the
. weekly status report on a monthly basis.

Results from EPA monitoring of the environment around the TMI site were as follows:

Reactor Coolant Water Activity.
Included in this weekly status

RCS samples are drawn and analyzed weekly.
Based on
. 9 these samples, the present gross beta-gama activity in the primary system water is approximately 60 uCi/ml.

Natural radioactive decay ha's reduced the activity contributions of most other measurable radioisotopes in the RCS to insignificant levels.
In addition to natural decay, a.ctivity in the primary system is being reduced by dilution caused by the approximate 0.1 GPM RCS leak and make-up rate.
Sr-90 activity has remained relatively constant due to the apparent continuous low leach rate of strontium from the fuel.
The submerged demineralizer system (SDS) will be used in a feed and bleed mode to remove most of the remaining activity from the primary system.
Feed and bleed entails draining approximately 70,000 gallons of primary coolant to a reactor coolant bleed tank (RCBT) while making up from the stand-by pressure control system.
Once drained, the primary water will be processed through the SDS and returned to the RCS, As processed water is returned to the RCS, RCS water will be drained to the RCBT for additional processing.

EPA.and NRC representatives indicated that general staff agreement had been reached on all sections of the MOU except one which discusses federal cleanup capability. The remaining issue concerns what should be said about the availability of funds from the Superfund Act. OMB repre-sentatives urged that the MOU be finalized and signed at an early date.
Standard Review Plan for Reviewing Radiological Contingency Plans Staff has completed the preparation of " Standard Review Plan for the Review of Radiological Contingency Plans for Fuel Cycle and Materials Facilities."
This is to be used in reviewing the acceptability of radiological contingency plans submitted by licensees pursuant to orders issued to certain fuel cycle and material licensees on February 11, 1981. The orders require submittal of radiological contingency plans by July 1,1981, for one group of licensees, August 31, 1981 for another group,and October 29, 1981 for the last group.
Meeting with Exxon 1
A meeting was held on June 17, 1981 with Exxon and NHSS to discuss the status of renewal, handling of waste and the status of proposed amendments to Part 20.
Exxon was informed that their renewal should be issued in two months and the target date for Part 20 is late this year.

A meeting is scheduled on July 9,1981 for RES, NRR and INEL to discuss the remaining LO?T test schedule, including contingency tests.
Preparations are being made for an ACRS research review meeting at INEL on June 23-25, 1981.
A backlog of 1 RILs on LOFT results is beginning to ease, as 4 of the D.:Ls are reathing final fonn.
An ACRS ECCS subcomittee meeting is being planned to take place in Monterey on August 28,1981, imediately following the ANS Small Break Specialists ~ Meeting.

FLECHT SEASET Shakedown test for the last 21 rod blocked bundle has been completed.
This bundle uses the identical blockage shape and configuration as the upcoming 17 x 17 blockage test. W identified four (4) additional test conditions needed to overlap the 17 x 17 unblocked data and the 17 x 17 blockage test. Due to subtask cost ceiling, NRC and EPRI are concerned with W's recomendation to eliminate the gravity reflood test in this 21 rod bundle, which is considered to be low priority.

2D/3D Program

An indepe'ndent review of the 2D/3D instrumentation by Intermountain Technology Incorporated has.been. initiated to make sure that the instnament development work is being pursued in the bert possible manner and that the USNRC can meet its comitment to deliver key instruments to the 2D/3D facilities, particularly the Upper Plenum Test Facility (UPTF). Of particular concern is the mass flow measurement in the interface between the upper plenum end tne core.
The review will be completed by July 15, 1981.
At the 2D/3D experts meeting in Erlangen, held on June 3-4, 1981 FRG agreed to review and suggest changes for the design and operation of the simulated steam generators and pumps in UPTF, based on the LANL TRAC <falculations and Creare hot leg injection data which showed flow reversals and oscillations.

Semiscale System operational testing is underway following extensive modifications for the Natural Circulation (NC) test series. The first NC test is anticipated on June 23, 1981. PKL representatives have been visiting INEL and have been very helpful in discussing PKL NC test experience and in providing reconsnendations.
ORNL is planning to utilize Semiscale test NC-4 for PWR noise analysis work, and will connect some of their equipment into the facility.
W liquid level detector data have bepn placed into the data bank for ready access by W and ORNL. Suitable password protection is prcvided to fulfill our agreements pertaining to data handling.

Analytical Models Branch 1.
INEL notified us that the task on RELAP-4/M007 code self-initialization of the steam generator secondary side has been successfully completed.
The letter report is being sent out. This task was requested by hRR, to i:91p user-convenience.

COBRA / TRAC code tape and draft documentation were sent to the National Energy Software Center. This completes an important milestone. The code is now being used to produce best-estimate results on PWR-UHI large break LOCA consequences (of interest to NRR).

Dr. N. Zuber is presenting an invitied paper at the Symposium of the International Union of Applied and Theoretical Mechanics (IUTAM) at.
the California Institute of Technology. The topic of the paper is
" Applications of the Catastrophe Theory Modeling of Two-Phase Flow and Heat Transfer Phenomena."

NRR has requested RES to perfom an audit calculation for BWR-3. plant using the WRAP-BWR-EM package. There are enougn FY 83 funds available '
at SRL to perfom this calculation providing EXXON submits the necessary input infomation (they would use in their systems analysis) by the end of July, at the latest.
If this is not possible so. that SRL work would have to continue during FY 82, the problem arises because (a) No FY 82 funds are being allocated to SRL
(.b) SRL is unwilling to allocate personnel to the WRAP support if the NRC has no long range. plans for the use of this code. NRR has indicated a lack of long range interest.

PBF Test TC-4 has been instal'?td in the PBF facility and the loop system t
brought up to PWR pressure and temperature, instruments have been checked out and repaired where necessary., and preparations have been completed to allow the reactor to go criticel late in the afternoon of June 15, 1981.
The first blowdown test of lhis series was conducted in the late evening of June 15, :981. The test series should be completed by June 26, 1981, providing additional data on the effects of external thermocouples on the quenching behavior of test fuel rods, on slug flow in fuel bundles, on temperature gradients from fuel surfaces to rod surfaces, and on the calibration of new, embedded interior thermocouples for the LOFT L2-5 a.nd L2-6 tests to be conducted in FY 82/83.

Technical Bases Report on Fission Product Release (NUREG-0772)
NUREG-0772 was released for publication on June 12, 1981, and is scheduled to be printed and distributed by June 19, 1981. We have been advised by 4
the ACRS staff that an RES staff review of the Fission Product Release and Transport for the FY 83' budget will not be necessary because of NUREG-0772, its detailed review by the ACRS Subcommittee on Reactor Radiological Effects and the research program focus provided by the document.
3.
Fuel Testing Task Force The task force met ca June 10 and 11,1981, to develop positions on key technical and programmatic issues, focus on major findings / conclusions, and to review some initial draft inputs to the Draft Task Force Report. Prepar-ation of the draft report is now in progress in Headquarters with a target schedult for draft review copies to non-NRC task force members by Jane 22 l
cnd draft to DAE and RES management by June 24. Final inputs from reviewers are due June 26.
If necessary, a final task force meeting will be held I

Final Rule on Fire Protection..for Operating Nuclear Power Plants, 10 CFR 50.48 On June 12, 1981, the Commission issued a Memorandum and Order (CL1-81-11) in which it denied a joint motion of several licensees to stay three items in the final rule pending judicial review.
The three*ftems were:
Item G, Fire Protection for Safety Shutdown Capability; Item L, Alternative and Dedicated Shutdown Capability; and Itein 0, 011 Collection System for Reactor Coolant Pump.
St. Lucie Nuclear Power Plant, Unit 2 On June 15, 1981, the Comission issued a Memorandum and Order with r'espect to 4
the results of its review of ALAB-603 regarding the designation of the loss of all AC power as a design basis event. The Comiesion determined that ALAB-60?
does not establish generic guidelines for detemining the design basis even' be used for plant design and operation and does not establish station blackot as a design basis event as that tem is used by the NRC staff.

and affimed the two ASLB partial initial decisions referred to above.
Turkey Point Nuclear Generating Units 3 and 4 On June 19, 1981, the presiding ASLB in this proceeding involving proposed operating license amendments to pemit steam generator repairs issued a Final Order permanently cancelling the evidentiary hearing on the grounds set forth in its Order of May 28, 1981, and authorizing the Director, 3RR to issue appropriata amendments to the license in accordance with the commitments made by the-licensee.

The State of New Mexico concluded 3 days of hearings on proposed regulations for the control of uranium mills and tailings on

Several NRC witnesses, industry witnesses and public interest groups testified.
The State's decision on adoption of regulations has a major bearing on whether New Mexico will enter into an amended agreement to allow the State to continue regulation of tailings af ter November 8, 1981.

New Mexico Environmental Improvement Board has held the record I
open for further submissions by the interested parties.
The State of Colorado held hearings on Jur ? 17, 1981, on proposed changes to the State's regulations for regulating uranium mills and tailings.
The Colorado Department of Public Health supports the NRC regulations and believes they are reasonable and appropri-i ate in light of their past experiences and due to the latitude l
provided in the regulations.
Colorado so-testified before the Senate Subcommittee on Nuclear Regulation on June 16, 1981.
The Colorado Board of Health is holding its record open until July 1, l.

Marie Janinek attended a conference on the transportation of Hazardous materials, sponsored by the Institute for Risk Analysis

l Topics discussed included training needs for State and local government personnel; impact of reduced future Federal funding; e 'fects of Federal deregulation on safety; responsibilities of c,.rriers and shippers and operational aspects of emergency response.
State and local governments are particularly concerned that they will be unable to take advantage of Federal training opportunities if the travel and per diam costs are not borne by the Federal Government.
Criticism was also expressed at the transportation regulations of DOT (49 CFR) for their enormous volume, complexity,

On June 10, 1981, Thomas C. Elsasser; RSIC, Region I and other members of RAC I were in Montpelier, Vermont to discuss the review

The. purpose of the program was to acquaint new and inexperienced small and disadvantaged
. business firms of the intricacies of the federal procurement process; to offer some principles from successful minority businesspersons; to offer an opportunity to discuss with the represented federal and state agencies what kinds of goods and services are bought and what opportunities might be available in the future.
The new Administrator of the Small Business Administration, Mr. Michael Cardenas has requested a meeting with NRC officials to discuss new SBA initiatives in the 8(a) program and how we can best work together. Mr. Cardenas has spoken publicly that he intends to promote the 8(a) program to a greater number of firms and to insure a more equable distribution of procurement contracts among all companies within the 8(a) portfolio.

of this effort, subject to the following comments:
l 1.
Since a five year period is not very long for most durability or susceptibility tests, the specific candidate alloy (s) or its surrogates for accelarated tests and packaging concepts should be identified in the early period of the contract and test plan developed accordingly.
Since a long time extrapolation of material performance data is obviously needed, extra care should be exercised in developing the
. test configurations so that the extrapolation.can be made with e reasonable degree of confidence.

' A contractual provision should be provided to allow for possible additions or changes of candidate materials or packaging approaches in the event that other than those listed are proposed by DOE.

The Statement of Work should be revised as follows: Page 1, 1st parag'raph, line 16 - change the next-to-last sentence to read:

Background:
The NRC has an ongoing technical assistance project at Brookhaven National Laboratory (BNL) to review national progress in the development of waste forms and packages.
It is expected that significant issues identified by BNL will be addressed by this project.
