Narrative

Report for LER 50-321/1980-124 With the plant at a steady state of operation while performing HNP-1-3973, control Room Air intake Isolation Valve Operabili-ty, the 1C41-F012 valve failed to meet acceptable closing time criteria per Tech Specs 3.12.B.

Plant operation was not affected as a result of this event.

This was not a repetitive occurrence.

The cause of the valve failing to close in the desired length of time was due to a faulty pilot solenoid operator.

The Os, pilot scienoid operator controls the HVAC outside air filter bypass isolation damper.

The pilot solenoid was replaced, and HNP-1-3973 performed satisfactorily.

A ge.neric review of both Hatch Unit 1 and Unit 2 reveals no inherent problems with valve operators of this type.

The public health and safety were in no way affected by this incident.
