December 10, 1980 Identification of Occurrence:

Regulating Rod Group Insertion limit exceeded contrary to Technical Specification 3.1.3.6.

Conditions Prior to Occurrence:

Mode 1 power operation (100%).

Description of Occurrence:

At 1007 it was discovered that Regulating Rod Group Insertion limits were exceeded when Group 6 position was reduced to less than 177% rod index following a power increase to 100%

rated thermal power. The Reactor Coolant System was borated to 690 ppmB and the Rod Insertion limits were within specification at 1104.

Designation of Apparent Cause:

The cause of this event is attributed to anticipated rod movements to control reactor power during Xenon burnout.

Analysis of Occurrence:

Redundancy NA. There was no effect upon the health or safety of the general public.

Corrective Action

A study is being initiated by the plant staff to determine possible actions to prevent recurrence. This study will be completed by June 30, 1981.

l Failure Data:

This is the first occurrence of exceeding the Regulating Rod Group Insertion limit, and the second event reported under this Specification.
