EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 OPERABILITY ANALYSIS FOR CONTAINPENT PURGE VALVES Gentlemen:

Georgia Power Company's letter of January 9,

1980, committed to providing the Nuclear Regulatory Commission with a summary of the valve cualification efforts initiated as a result of your Septemoer 27, 1979, request.

Through our A/E, Georgia Power Company requested that the valve vendor for our 18" butterfly conta.inment purge valves analyze the operability of those valves under design basis conditions.

We have reviewed the vendor's analysis on the coerability of the containment purge valves with the valve discs pinned open at 500 The vendor's analysis verified that the valve actuator has sufficient torcue capability to overcome forces that resist closure subsequent to a design basis LOCA.

The analysis takes ini.o account:

1.

valve closure time history 2.

flow directior.

3.

single and/or double valve closure 4.

effect of upstream and/or downstream piping geometry 5.

the effects of valve disc orientation In addition, the vendor has verifie d his analysis by using data i

developed by Allis Chalmers on similar purge valves in their tests.

Our review of the operability analysis shows that it is acceDtable.

GeorgiaPower d U. S. POclear Regulatory Commission Office of Nuclear Reactor Regulation Page Two May 21, 1981 During our review of the operability analysis, we had the opportunity of reviewing the seismic analysis on the Bettis actuator for the subject valves.

Some questions had been raised regarding the resonant frequency of the actuator (the specifications required it to be greater than 20 cos).

A detailed frequency and parametric evaluation analysis for the actuator was performed.

The analysis indicates that the range of fundamental frequencies resulting from gross variation of actuator cross sectional properties is within a range of 50-70 cps, well above the design specification, confirming that the seismic analysis of the valve actuator assembly is in compliance with the specification.

J. T. Beckham, Jr. states that he is Vice President of Georgia Power Company and is authorized to execute this cath on behalf of Georgia Power Company, and that to the best of his knowledge and belle f the facts set forth in this letter are true.
