This refers to my June 9,1981 telephone conversation with you and confirms the actions you have taken with respect to the findings of unlocked valves and a mispositioned valve on June 5 and 6, 1981. We understand that checks of all locked and sealed Engineered Safety Features (ESF) equipment, external to containment, have been completed with no adverse findings.

The specific accions you have taken and which are the subject of this

' correspondence are contained in the enclosure to this letter.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of findings of your control and accounting procedures for safeguarding special nuclear materials and your facility security measures for physical protection are deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12; therefore, enclosure to this letter will not be placed in the Public Document Room and will receive limited distribution.

We further understand that you will maintain these measures in effect until further notification from this office. Additionally, if any further instance (s),

such as occurred on June 5 and June 6,1981, are indicated, notify the NRC immediately as additional actions may be deemed warranted.
