OF MEETING HELD ON JUNE 15, 1981 TO DISCUSS PGE PLANS FOR EMERGENCY RESPONSE FACILITIES (NUREG 0737, ITEM III.A.I.E}

On June 15,'1981, the NRC staff met with representatives of PGE and their consultants to discuss selected topics related to emergency Those attending response facilities (ERFs) for the Trojan huclear Plant.

Highlights of the meeting are summarized below. The agenda is shown in Attachment 3.

In letters dated October 17, 1979, October 21, 1980, and April 15, 1981, To PGE submitted their plans for upgraded ERFs and related mtters.

Meteorological system PGE emphasized that they have been responsive, both in substance and timing, to the NRC's request for post-TMI changes and improvements, and have so far spent $10 million, with plans fot spending up to $17.2 million in improvements. NRC approval is needed very soon if schedules shown in the NRC February 18, 1981 letter are to be met.

This calls for upgraded ERFs to be operational by October 1,1982. PGE feels that NRC guidance has not been sufficiently specific and in cases is confusing.

They are reluctant to proceed unti. the acceptability of their plans is more firmly established.

For example, NUREG 0696 refers to Reg. Guide 1.97 Rev. 2 and NUREG 0700. NRC har. issued no specific guidance to PGE operating plants as to RG 1.97, and NUREG 0700 is not published.

EOF PGE proposes a near-site EOF and an alternate, back-up EOF at St. helens, Oregon.

Some differences exist between the proposed PGE EOF and NUREG See Attachment 2.

NRC stated that the.two sites are acceptable 0696.

in concept, and that a. nearby EOF was generally preferable.

However, more details were needed for a final decfsion on PGE's exceptions to NUREG 0696.

These will be provided by PGE about June 30.

NRC will respond in writing 30 days later. PGE will also provide a copy of WCAP-9725 (the }{ computer system) referenced in PGE's 10/21/80 letter.

Meteorological System PGE stated that they need to know acceptance criteria for modeling and data transmission for a Class A model. NRC responded that NUREG 0654 Appendix 2, together with proposed RG 1.123 Rev. 1, contains the necessary guidance. Any other finer details should be discuss 2d and worked out with the NRC site reviewer. PGE will do this via conference call later.

EOF Data Set In response to PGE questions, NRC stated that RG 1.97 Rev. 2 parameters should be available - by some means - in the EOF and TSC by 10/1/82.

The instrument ranges, environmental qualification, etc. specified in the reg. guide r.eed not-be satisfied by this date. A letter concerning RG 1.97 Rev. 2 is to be issued shortly.

Backup SPDS The PGE backup SPDS doesn't have all parameters on one panel. Neutron flux and steam generator levet are on separate control room panels nearby.

PGE stated that this arrangement will be reconsidered in their systems review, but it was their position that the present arrangement is acceptable for the 10/1/82 implementation data.

NRC did not provide a final answer pending discussions with management.

PGE will include more detail on this item in their upcoming June 30 letter. NRC will try to respond 2 week: later.

PGE's SPDS display, which was purchased 5/80, cannot be sent to the EOF as stated in NUREG 0696.

NRC stated that PGE should explain tnis in more detail, and discuss possible options available for showing SPDS information (SPDS information is not.equired in the alternate EOF).

TSC Design PGE should indicate where NRC space in the TSC is located, indicate who is in the various offices and how information fleus into the command center.

PGE should indicate the availability of protective clothing. The TSC layout, size, location, etc. is acceptable. PGE will include the requested additional informi' ion in their upcoming letter.

At the conclusion of the meeting, PGE emphasized that they will be unable to meet the 10/1/82 deadline for ERF implementation if NRC doesn't provide a rapid response to.their proposals.
