Dear Mr. Clark:

Radiological Emergency Response Staffing On February 18, 1981, PGE received NRC Generic Letter 81-10, requesting a commitment to the implementation schedules for TMI Action Plan Item III.A.l.2 (Upgrade Emergency Support Facilities). Included in Item III.A.l.2 was a requestxfor a commitment to the on-shift emergency

staffing guidance of Table B-1 of NUREG-0654, Revision 1.

PGE responded to Generic Letter 81-10 on April 15, 1981.

Included in the PGE response was a commitment to maintain one maintenance technician on shift to perform emergency electrical /I&C/ mechanical maintenance.

10 CiR 50.47(b)(2) requires " adequate staffing to provide initial facility accident response in key functional areas" to be maintained at all times.

After examination of this regulation and the short-term maintenance requirements following an accident, it is concluded that emergency maintenance functions ~can be performed adequately in the short te m by existing on-shi f t personnel. Therefore, an on-shift maintenance tech-nician is not required.

PGE will provide any additional training necessary to ensure that the on-shift personnel are qualified to perform appropriate short-term emergency maintenance functions which may be required prior to aug-mentation of the Plant Staff with off-shift personnel. In addition, a telephone call list will be established for maintenance personnel according to their area of specialization.
