Emergency Diesel Generator lA vas inoperable contrary to Technical Specification 3.8.1.1.

Conditions Prior to Occurrence:

Mode 4 cold shutdown (0%).

Description of Occurrence:

At 1030 during performance of SP-354, Emergency Diesel Fuel Oil Quality and Diesel Generator Monthly Test, EDG-1A had a high crankcase pressure alarm. Liquid was blown from the crank-case manometer and the unit was secured and declared inoperable.

Maintenance was initiated and operability was restored at 0400 on April 16, 1981.

Designation of Apparent Cause:

The cause of this event is attributed to a plugged oil separator in the air ejector train. This created a back. pressure in the crankcase which blew the liquid out of the crankcase manometer.

Analysis of Occurrence:

Redundancy was maintained by the remaining diesel and two (2) physically independent offsite circuits. There was no'effect upon the health or safety of the general public.

Corrective Action

The oil separator was cleaned and the engine was functionally tested. A procedure revision is being made to provide an increas-l ing frequency for periodic cleaning and inspection of the air ejector train.

Failure Data:

This is the third occurrence for EDG-1A and this is the twenty-second event reported under this Specification.
