Dear Mr. Reynolds:

This is in partial response to your letter dated March 10, 1981 in which you requested, pursuant to the Freedom of Information Act, copies of documents relating to 18 catagories on CLI-80-21 regarding environmental qualifications of safety-related electrical equipment.

This office has been informed that the documents listed on the appendicies contain the background material which -led to the creation of the Commission's Memorandum and Order.

The documents listed on Appendix A are enclosed.

The documents listed on Appendix B contain information which constitutes advice, opinions and recommendations of the Conmission staff.

This information is being withheld from public disclosure pursuant to Exemption (5) of the Freedom of Information Act (5 U.S.C. 552(b)(5)) and 10 CFR 9.5(a)(5) of the Commission's regulations.

Pursuant to 10 CFR 9.15 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest. The persen responsible for the denial of documents 1-14 is Mr. Samuel J. Chilk, Secretary of the Commission.

The person responsible for the denial of document 15 is Mr. Dennis K. Rathburn, Director, Office of Policy Evaluation.

This denial may be appealed to the Commission within 30 days from the receipt of this letter. Any such appeal must be in writing, addressed to the Secretary of the Conmission, U. S. Nuclear Regulatory Connission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."

The NRC has not completed its review of the remaining documents subject to your request. We will respond as soon as the review is completed, k
