The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by Portland General Electric Company, the City of Eugene, Oregon, and Pacific Power and Light Company (the licensee) dated February 5,1981, as supplemented March 20, 1981, complies with ti e standards and requirements of the Atomic h

Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in confomity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, paragraph 2.C.(11) of Facility Operating License No. NPF-1 is hereby amended to read as follows:

(11) Fuel Assemblies The requirement of Technical Specification 5.3.1 that each fuel assembly contain 264 fuel rods is waived for two fuel assemblies for fuel cycle 4 and one subsequent fuel cycle. The fuel assemblies subject to this waiver are those which were used in core locations B12 and M2 in fuel cycle 3.

All fuel assemblies in core locations subject to cross-flow baffle jetting shall be visually inspected at the end of fuel cycle 3 and the results reported to NRC prior to the beginning of fuel cycle 4.

A startup physics test report shall be submitted to NRC within 45 days of completion of startup physics testing for fuel cycle 4 and the third (last) fuel cycle in which these two fuel assemblies are used. The licensee shall provide a report containing infomation similar to that contained in its Februan 5,1981 letter 30 days prior to the use of these fuel assemblies in their third (last) fuel cycle.

This license amendment is effective as of the date of its issuance.
