During a November 18, 1980 conference call between Portland General Electric Company, Westinghouse, and the NRC, additional information was requested relating to the Trojan Nuclear Power Plant Cycle 3 Startup and Power Escalation Testing Report (Topfcal Report, PGE-1026).

As this submittal contains information proprietary to Westinghouse Electric Corporation, it is supported by previously submitted affidavits signed by Westinghouse, the owner of the information. The affidavits set forth the basis on which the information may be withheld from public disclosure by the Commission and address with specificity the considera-tio'ns listed in paragraph (b) (4) of Section 2.790 of the Commission's i

regulations.
