Dear Sir:

It is our opinion that the existing License Condition 0.C.(ll) to Facility Operating License NPF-1 airsady allows for the use of stainless-steel-rodded fuel assemblies la future core cycles and that the limitations specified therein apply only to the third fuel cycle. However, in the event that you disagree, attached are three signed originals and 40 con-forned copies of License Change Application 70 requesting amendment of Operating License NPF-1.

This License Change Application has been evaluated to be a Class III amendment request, and a check for $4,700 is attached in accordance with 10 CFR 170.

PGE has transmitted a copy of this request to the Oregon Departmert of Energy for their consultation.

Also attached is one signed copy of a Certificate of Service for License Change Application 70 to the chief executive of the county in which the facility is located and the Director of the State of Oregon Depart:nent of Energy.
