Dear Sir:

Attached are three signed originals and 40 conformed copies of License Change Application 61 requesting amendment of Operating License NPF-1.

This License Change Application has been evaluated to be a Class III amendment request subject to a $4000 fee in accordance with 10 CFR 170.

Since we understand that PCE is due a refund of the $4000 remitted with License Change Application 59 dated April 14, 1980, it is requested that those funds be applied to this Application.

Also attach.:d is one signed copy of a Certificate of Service for License Change Application 61 to the chief executive of the county in which the facility is located and the Director of the State of Oregon, Department of Energy.
