4 Summary of Weekly Information Report Week Ending March 6,1981 San Onofre Unit 1 The licensee (SCE) met with the staff and described the status of steam generator repai rs. SCE is installing sleeves in all tubes requiring repair--leak tight sleeves for tubes above the sludge pile ard leak limiting sleeves for tubes within the sludge. SCE will install as many leak limiting sleeves as possible during the limited schedule and will then plug the remaining tubes requiring repair to allow startup by May 15, 1981.

Millstone 1 The licensee (NNEco) requested a hearing in response to an Order for Modification of License for Millstone Unit No. I to install an automatic dump system on the control rod drive control air header.

North Anna Unit 1 The ASLAP approved resumption of power operations at NA-1 after the replacement of the cracked NA-1 Low Pressure (LP) turbine rotor No. 2 with the TMI-2 LP turbine rotor No. 2.

NA-1 is presently scheduled to restart in late March 1981.

Tarapur IP received this week from the Bhaba Atomic Research Centre in India a report summarizing the seven abnormal occurrences at the Tarapur Atomic Power Station during 1980. The report will be distributed next week to AE0D, NRR, and the Commissioners' technical assistants.

GA0 Study on Decommissioning State Agreements representatives met with GA0 representatives in regard to a GA0 study of decommissioning. The GA0 was interested in the Agreement States' regulations and procedures for decommissioning materials licensing activities.

GA0 Study on Zion In response to a request from tha Houss Committee on Interstate and Foreign Commerce, GA0 is conducting a comprehensive analysis of the comparative costs of terminating the operation of the Zion plant versus the cost of Zion's complying with additional NRC safety requirements needed to protect adjacent populations.

A similar study was recently completed concerning the Indian Point Nuclear facility in f.ew York.

St. Lucie Case Study AEOD issued a case study on the JL'e 11, 1980, event at St. Lucie which involved a natural circulation cooldown ano a rapid depressurization of the Reactor Coolant System.

TMI-1 Resta,rt Hearino Coordinated security support services with the Globe Security Systems Company, who is providing protective personnel for the TMI-1 Restart Hearing at the William Penn Museum in Harrisburg, PA.

Inteorated Safecuards Information System (ISIS)

Attended an ISIS Request for Proposal (RFP) Coordination meeting on March 2,1981, and discussed some of the security implications of the RFP.

Occupant Dnergency Plan (0EP)

The Office of Person 901 Management (OPM) and the National Institutes of Health agreed to incorporate NRC activities in their OEP's for H Street and Landow, respectively. They agreed to do this since they are the principal federal tenant in these buildings.

Assignment to OSP of Personnel Security Staff member In order to effect the more timely and efficient interaction between the Division of Security and the Division of Organization and Personnel (0&P) relative to employ-ment / access authorization (security clearance) matters, the Division of Security has assigned to 0&P, effective immediately, on a part-time basis a staff member from the Personnel Security Branch.

OFFICE OF NUCLEAR REACTOR REGULATION WEEKLY HIGHLIGHTS - llEEK ENDING March 6, 1981 SAN ON0FRE UNIT NO. 1 Southern Califorr.ia Edison Co pany met with the-staff Wednesday, February 25, 1981, and described the status of steam generator repairs for SONGS-1.

SCE is doing production sleeving of all tubes requiring repair which allow braze above the sludge pile.

SCE was not able to successfully produce leak tight sleeves within the sludge and will install leak limiting sleeves in tubes that would require joints in the sludge.

SCE will install as many leak limiting sleeves as possible during the limited schedule and will then plug the remaining tubes requiring repair to allow startup by May 15, 1981.

MILLSTONE 1, Northeast Nuclear Energy Company (NNEco), by letter dated February 12, 1981 has requested a hearing in response to our Order for Modificatior of License for Millstone Unit No. I to install an automatic dump system nn the control rod drive control air header.

NNECo has request' that a hearing be conducted on the issue of whether the licenses should be required to have the automatic system operable by April 9,1981 as required by the Grder.

NNEco intends that the hearing will provide NNECo with an opportunity to clarify the requirer.ents of the Order with the staff ana ' allow an opportunity for the Order reouirements to be adequately assessed from the standpoint of safety evaluations and un-reviewed safety questions potentially introduced by the Order.

ELD and DDR are actively assessing this request.

On Monday, March 2,1981, a 40 ml Unit 2 reactor coolant sample was sent to Babcock and Wilcox (B&W), Lynchburg, Virginia.

On Monday, March 2,1981, a 15 ml Unit 2 liquid sample from the Control BuP ding Expansion Seal Bore Hole #8 was mailed to Science Applications Incorporated.(SAI),.RockvD3e.,

On Tuesday, March 3,1981, twelve air sample filter papers

from Unit 2 were mailed to Teledyne Isotopes, Westwood,14ew Jersey.

On Tuesday, March 3,1931, a one liter sample from the Unit 1 "B" Waste Evaporator Ccndensate Storage Tank (WECST) was sent to Teledyne Isotopes, Westwood, New Jersey.

On Wedensday, March 4,1981, paint chips frc:a the Unit 2 Reactor Building interior were shipped to SAI, Rockville,-

Maryland.

2; Major Events 1.

Reactor Building Entry. The sev nth reactor building entry has j

been celayed to March 18, 1931.

The. rescheduling was necessitated by delays in constructing the equipnent to sample the sump water

-j and to perform a, zeolite resin column test.

Contaminated Buildina Exc'nsion Joint.

In order to monitor the I

water level in the cork building expansion joint, the licensee has l

installed a metal tube in the joint.

The tube is located in the l

oortion of the joint that runs north-south in the control building basement, just east of the reactor building perimeter.

(After heavy rain, water has been found in this joint.) The water level

will be checked on a regular schedule by inserting a. dip-stick into-..-...--

the tube.

The cork and water samples that the licensee took earlier at the expansion jotr.t are being analyzed for radioactive contamination.

Test Boring Program Status. The results of analysis for gama i

emitting isotopes from test boring no. 2 have been received for samples taken during February 1981. The results of the analysis are listed below.

Neutron Source Range Monitor.

A new preamplifier has been installed in tne circuitry leading to the NI-2 neutron source range detector.

i

Pulses apparently originating from gamma radiation and neutrons in i

the reactor are being displayed on the NI-2 channel.

The licensee l

engineers are attempting to verify that the detected pulses are originating from the core and once this is ascertained, the lictosee will calibrate the channel by adjusting the discriminator circuitry l

to eliminate the gamma pulses from.the display.

Programmatic Environmental Impact Statement.

.he NRC's final Programmatic Environme. ital Impact Statement (PEIS) for the decon-tamination for TMI Unit 2 will be issued March 9,1981.

It will be available at the NRC's Middlecown Office at 100 Brown Street. The l

Several licensees receivir.g orders to prepare and submit Radiological Contingency Plans have requested or have indicated their intention to request extensions to the 20 day period for requesting a formal hearing.

Dry Spent Fuel Storage Cask Cn February 27, FC and SD staff members met with Mr. Jack Rollird, U.S. representative for Gesellschaft fuer Nuklear Service (GNS) and Dr. Henning Baatz of GNS, Federal Republic of Germar.y.

Mr. Rollins requested the meeting to provide an opportunity for Dr. Bretz to discuss technical aspects of the GNS nodular graphite, cast iron cask designed for dry storage of spent fuel and to describe the status of licensing in West Germany.

Imminent approval of West German authorities is expected to permit loading of spent fuel in a heavily instrumented cask and approval for use of the cask in the storage and transport mode is expected soon at one res: tor site and at a separate AFR site.

Applications have been filed for use at another reactor site and for a second AFR site.

Dr. Baatz also described the extensive testing of full-scale models of the cask that have been conducted, including drop, missile and fire tests.

English translations are now being made of documentation concerning the de:ign, fabrication, testing and quality assurance programs of the cask. Mr. Rollins indicated that this documenta-l tion would be the basis for submission of a topical report for formal NRC review under the provisions of 10 CFR Part 72. The topical report is expected to be submitted in 3 months; if the staff review finds the cask acceptable for spent fuel storage, the topical report would form the basis of any specific site license application that might be submitted.

Dr. Baatz also indicated that negotiations were nearing completion with TVA for ac'quisition of a single cask for test storage of spent fuel assemblies.

Symposium in Gatlinburg l

l Malcolm Knapp, Stewart Silling, and John B. Martin will be attending the Symoosium on Uncertaintics Associated with the Regulation if the Geologic Disposal of High-Le' 2dioactive Waste in Gatlinburg, Tennessee, March 0-13, sponsored by NRC and ORNL.

Malcolm Knapp will be giving a speech entitled,

" Uncertainties in the Regulation and Licensing of a High-Level Waste Repository," at the Symposium on Tuesday, March 10.

i Meeting with American Pharmaceutical Association Representatives of the American Pharmaceutical Association met with the Material Licensing Branch on Wednesday, February 25. The meeting was chaired by Richard E..Cunningham. Topics of discussion included:

NRC policies that rastric.t Group Medical licensees (community hospitals) to the use of radiopharmaceuticals that are the subject of a "New Drug Application" (NDA) approved by FDA or a " Notice of Claimed Insestigation Exemption for a Nett Drug" (IND) that has been accepted by FDA.

b.. The feasibility of establishing a board examination / accreditation process for nuclear pharnacists that would provide evidence of acceptable training and experience in basic radioisotopes handling techniques for NRC licensing purposes.

NRC's role in regulating the radiation safety of individuals who are exposed to radiation in programs that involve both' licensed materials and accelerator-produced materials.

EN-81-54A Consolidated Edison Company of N.Y. (Indian Point Unit 2 Nuclear Power Facility) - A Notice of Violation and Proposed Imposition of Civil Penalties in the amount of $210,000 was previously issued to subject licensee on December 11, 1980, based on noncompliance with NRC requirements relating to flooding in the containment vessel. After consideration of the ficensee's responses, insufficient bases were found for mitigating the civil penalty.

Accordingly, a Civil Penalty of S210,000 was imposed on the licensee March 2, 1981.

OFFICE OF NUCLEAR REGULATORY RESEARCH Im?ortant Items - Week Ending March 7,1981 TAP-43, Containment Emercency Sump Performance A task action plan was formally approved on January 16, 1981, and efforts are continuing at Alden Labs (sump hydraulic performance) and Burns and Roe (completion of plant insulation surveys).

~he Alden measured findings still show very low air ingestion values (i.e.,< 1-2 percent by 7olume) even when " air-core" votices exist.

Prior licensing observations of such a nature would have required sump modifications, or the use of vortex supression devices. The Burns and Roe survey is nearing completion (early April 1981, estimated) and shows a mix of plants utilizing metallic -

reflective (i.e., Mirror insulation) and encapsulated insulations.

In general, the insulation debris problem does not appear as severe as previously assessed under USI-A43.

s Given the Alden Laboratory findings, DOE-Hqs/Sandia has invited a " peer" review group to review the Alden test program and initial findings on March 17,1981 and June 2,1981. The invited members are:

irradiated) did not balloon, the unirradiated high pressure fuel rod ballooned and burst in a local region, and the irradiated hign pressure fuel rod ballooned so much that it is wedged in the flow control shroud.

The nominal burst temperatures indicated by thermocouples during the test were near 1050K(1450*F). Microstructural examination of the burst regions of the ballooned rods to give a better estimate of the burst temperature should be completed within the next two weeks.

Safety and Relief Valve Testing Program Wyle test facility is being modified to perform tests on a PORV in addition to the Crobsy and Dresser valves already tested.

SSMRP The final version of the proposed work plan has been received from LLNL.

This work plan outlines the effort to use the SSMRP methodology to assess the seismic design of the San Onofre Auxiliary feedwater system.

Ductile Fracture Tests of Irradiated RPV Steel The first ductile fracture test of an iraadiated 4TCT (4-inch-thick compact tension) specimen was carried out by NRL during the week of February 23, 1981.

This specimen, one of twelve to be tested in the coming weeks, is part of the data development required to characterize the ductile fracture performance of irradiated high copper content welds, typical of those found in reactor vessels fabricated prior to 1973. This series of tests, together with the results of over 100 smaller specimen tests of the same material, will form the data base for input to the new methodology on elastic-plastic fracture mechanics developed as part of the resolution of Unresolved Safety Issue A-11 on Fracture Toughness of Reactor Vessels.

Technical' Bases for Estimating' Fission Product Behavior During LWR Accidents Revised final draft chapttrs for the report were received from ORNL, Sandia and BCL on March 2.

A near final draft of chapter I was completed and routed for RES senior management comment on March 3, and faxed to the labs for comment. We are still on schedule for the March 6 deadline to ACRS and peer review.

Formation of the peer review group has been completed. As of March 2 five foreign countries (Japan, UK, France, Sweden, Canada) are planning to send experts to the March 17,18 peer review meeting.

FRG has not yet made a final decision about attendance.

3 Site Safety Research The experimental test design plans are being finalized for the conduct of the two week field program on intermediate range atmospheric dispersion characteri-zation. This initial phase of the 80 km test series is being conducted at the i

INEL site in June 1981.

Indications from Consolidated Edison (and from them also PASNY) are that our joint effort with them to conduct a two week atmospheric

~

dispersion field program at Indian Point can be realized; CONED requests that the experiments be conducted between October - December 1981 (or before the expiration of their fiscal year).

Discussions have resumed with the American Petroleum Institute to enter into a combined empirical field program to determine atmospheric dispersion in shoreline environments in the Gulf Coast. They have already issued an RFP for such'a program, independent from our study directed by SRI International.

Meetings will be held March 19-20, 1981, to attempt to break the independence logjam and to combine our respective efforts and programs to the mutual benefit of both API and T

RES. We estimate a cost savings to us,of such a combined venture to be $300-500K for, each' test series. We are currently planning three such series of tracer experiments,.

i.e., Gulf Coast, Florida or New York Atlantic Coast, Lake Michigan, physical Protection A NUREG report entitled " Assessment of Methods for Evaluating Adequacy of Physical Protection Systems" was released this week under the RS distribution code. The report summarizes the current physical protection modeling techniques, reviews their rationale for development, and discusses the implications of scenario' based and global effectiveness evaluation models. This is another in a series of reports developed under the SAFER broad based research program at Sandia' hational Laboratories in physical protection of nuclear facilities (A1060).

The report (NUREG/CR-1781). originated from a paper presented by Dr. Leon Chapman at the American Nuclear Society Workshop, Power Plant Security, Oakbrook, Illinois' during October 5-8, 1980.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING MARCH 6, 1981 TWO AGREEMENTS SIGNED BETWEEN NRC AND KfK The USNRC and the Kersforschungszentrum Karlsruhe GmbH (KfK), Federal Republic of Germany, recently concluded 2 joint research agreements in January and February this year.

The January agreement relates to thermal-hydraulic tests at the Los Alamos Scientific Laboratory and the February agreement relates to Equation of State (EOS) experiments at Sandia.

IAEA Technical Assistance Mission Alan Finkel, Region I, will travel to Rio de Janeiro, Brazil, on March 7 for a two-week IAEA technical assistance assignment. Mr. Finkel will be assisting the Brazilian nuclear regulatory authority, the Comissao Nacional de Energia Nuclear (CNEN), in the electrical systems area.

IAEA and NEA Personnel Changes a)

IAEA and the Philippine Atomic Energy Commission have requested NRC assistance in finding a replacement for William Albert, Region V, who will soon conclude his two-year assignment as a quality assurance advisor to the regulatory group within the PAEC. An announcement concerning the new assign-ment, to begin in June or July 1981, is being posted on the NRC position vacancy announcement boards.

b) The Nuclear Energy Agency in Paris has asked NRC assistance in finding candidates to compete for an administrator position in the Nuclear Safety Division which will become vacant when Eric Johnson, Region IV, returns to the U.S. this summer at the conclusion of his two-year assignment. The NEA circulars describing the job are being posted on the NRC position vacancy announcement boards.

IAEA has also sought NRC assistance in providing candidates for safety assistance missions to Yugoslavia and Mexico in the coming months. One of these requests, involving a start-up testing inspection advisor to assist in the Yugoslav Krsko project, is being advertised as an IAEA assignment announce-ment on the NRC position vacancy announcement boards. Others have been referred directly to the relevant Program Office for suggestions regarding NRC or outside personnel who might be qualified and available for short-term or longer visits.

On Monday Mr. '. Tobioka of the Japan Atomic Energy Research Institute (JAERI) and Mr. W. Shinoda of the Japan Atomic Power Company met with J. Jenkins, SRR/RES, to discuss human factors and safety.

On Monday and Tuesday, Dr. Dan Litai, Director of the Licensing Division of the Israeli Atomic Energy Commission (IAEC) and Administrator of the NRC/IAEC Bilateral Arrangement, met with W. Regan, Jr. and J. Norris, SAB/NRR; R. Jackson and L. Reiter, GB/HRR; M. Spangler, and M. Ernst,ST/NRR; G. Sege, OEP; R. Browning, R. Boyle,and E. Tourigny, NMSS; and J. Lafleur, IP, to discuss licensing aspects of waste management, safety goals, siting criteria, and cooperation between the licensing divisions of NRC and IAEC.

On Monday and Tuesday a six-member delegation from the Italian National Nuclear Energy Committee (CNEN), headed by Sr. F. Muzzi, met with G. Lear, J. Chen, L. Heller, and D. C. Gupta, HGEB/NRR, F. Schauer, J. Ma, F. Rinaldi, D. Jeng, S. Chan, N. Choksi, and C. P. Tan, SCF/NRR, and R. Jackson and L. Reiter, GB/NRR, to discuss soil-structure analysis as illuctrated by a practical case study.

On Monday and Tuesday, two crews from the Japan Broadcasting Corporation inter-viewed H. R. Denton, NRR, L. S. Tong, RSR/RES, and C. Michelson, SGSB, discussing post-TMI policy effsets on NRC and the nuclear industry in general.

The GAO was interestad in the Agreement States' regulations and procedures for decommissioning materials licensing activities.

On March 5, 1981, Tem Elsasser, RSLO, Region I, and other members of RAC III met in Delaware City, Delaware with State officials to present the RAC's findings based on its review of the Delaware radiological emergency response plan.

William B. Menczer, Regional State Liaison Officer, Region III, met with representatives of the U. S. General Accounting Office (GAO) on March 5, 1981, to discuss Emergency Preparedness in general and Emergency Planning for the Zion Nuclear Station in particular.

GAO is conducting a comprehensive analysis of the comparative costs of terminating the operation of the Zion plant versus the cost of Zion's complying with additional NRC safety requirements needed to adequately protect adjacent populations.

The study is being perforced in response to a request from the House Ccmmittee on Interstate and Foreign Commerce.

A similar study was recently completed con-cerning the Indian Point Nuclear facility in New York.

Jim Montgomery, RSLO, Region IV, met with the Regional Assistance Committee in Kansas City, March 6, 1931, to discuss the RAC evaluation of the Nebraska State and Local Radiclogical Emergency Response Plans for the Fort Calhoun and Cooper Plants.

OFFICE FOR-ANALYSIS AND EVALUATION OF OPERATIONAL DATA ITEMS OF INTEREST WEEK ENDING MARCH 6, 1981 St. Lucie Case Study A case study was issued on the June 11, 1980 event at the St. Lucie plant of Florida Power and Light. This event involved a natural circulation cooldown

'and a rapid depressurization of the Reactor Coolant System which caused the relatively-stagnant reactor coolant in the upper head of the reactor vessel to flash. creating a steam bubble. The presence of the steam bubble in the reactor vessel head resulted in large pressurizer level oscillations when the alignment of the charging pumps was alternately shifted between the cold leg and the auxiliary spray connection in the pressurizer.

Although the voiding ~of the reactor vessel head does not represent an immediate safety concern,-AE00 recommended that specific consideration by NRR be given to the need for: (1) improved operator training and operating procedures regarding voids in the primary system; (2) improved operator understanding of the plant response during the transition from forced flow to natural circulation; (3) an revaluation of the reliability of the cooling water supplied to the RCP seals; and'(4) an evaluation of the acceptability cf the use of Upper Head Injection, on plants so equipped, to collapse a voia in the vessel head.

Encineering Evaluation of Turkey Point Unit 3 Event An engineering evaluation was: issued on a series of events that occurred _ at. Turkey Point Nuclear Power Station, Unit 3, on November.19,1980. These events involved a feedwater stability problem and associated reactor trips and included.the break of a two inch alternate feedwater pipe.

AE0D had no specific recommendations as a result of this evaluation.

It was suggested that consideration might be given to assuring licensees, with.a specific brand-of feedwater valves, are aware of the particular failure mode of valve failures

-that occurred at Turkey Point (improper load distribution between the steam and plug) so they can modify their system appropriately.

The disapproval is based essentially on-the fact that the Commission could reach only partial agreement on all functions to be delegated to the EDO.

In the absence of complete agreement, Chairman Ahearne and Comissioner Hendrie voted to stay with the status quo.and take no final action until arrival of a fifth Commissioner.

Commissioners Gilinsky and Bradford voted to formally adopt those functional delegations upon which~the Commissioners could agree and to announce a policy that, until the entire matter could be resolved by majority vote, prior policy would. remain in force with

This is to advise you that the Commissioners have reviewed the subject license to Transnuclear, Inc.

The Commission (with all Commissioners approving) has accepted your recommendation to export to EURATOM 15.038 kilograms of uranium, enriched to 93.3% U-235, and 50.125 kilograms of uranium, enriched to 70.4% U-235, both shipments in the form of uranium hexafluoride.

The Office of International Programs was informed of this action by telephone on March 5, 1981.

The Commission by a vote of 4-0 approved for publication in the Federal Register final amendments to 10 CFR Part 20 incorporating in the MFC Regufations the current EPA requirement for certain uranium fuel cycle licensees to comply with EPA standards.

The Commission desires that the study be initiated promptly and completed as soon as possible.

It should include in its scope an assessment of how much time might be saved and in which proceedings..

Commissioner Ahearne did not agree with the need fc an assessment of how much time might be saved and in wi.fah proceedings; his additional comments are attached.

It is requested that, after consultation with the staff and the adjudicatory boards, you report to the Commission your conclusions and recommendations as to whether the draft rule should be the subject of rulemaking.
