EVENT DESCRIPTION

On October 23,1980, at 9:45 p.m. the Unit One equipment attendant found the IC RHR Service Water vault to have excessive water on the floor. The 1/2 Diesel Cooling Water Pump was found to be about two-thirds submerged.

The 1/2 Diesel Cooling Water Pump was removed from service. Technical Specification 3 9.E.1. specifies necessary actions to be taken in the event the Diesel Generator becomes inoperable. On October 24, at 2135, surveillances for inoperable Diesel Generator were completed.

VI.

PROBABLE CONSEQUENCES OF THE OCCURRENCE:

The effects of this occurrence on the overall safety of the reactor were not adverse. The Unit Two Diesel Generator was demonstrated operable and the Station had four off site lines available at all times. Unit One was also shutdown for a refueling outage.

Vll. CAUSE:

The existing sump in tne IC RHR Service Water vault is inadequate. There are no floor drains available in the vault. The room is totally sealed for flood protection per the Tech Specs.

Excessive packing leakage from the RHR Service Water Pumps flooded the floor and in turn partially sub-merged the 1/2 Diesel Generator Cooling Water Pump.

Vill. CORRECTIVE ACTION:

The 1/2 C:esel Generator Cooling Water Pump that was partially submerged was a temporary pump motor. Inis motor was replaced by the permanent Diesel Generator Cooling Water Pump motor. The IC RHR Service Water vault was drained. Currently, the Station is pursuing sump pump modifications l

for all RHR Service Water vaults.
