Dear Sir:
Thi's is in respense to your letter of August 6,1975, regarding the results of an inspection by Mr. E. Jernigan into our Section XI In-Service Ma.pections. His findings were as follows:
" Contrary to the licensee's cc=mitment regarding the scope of the In-Service Inspection Program as delineated in his letter of August 30, 1971 to the Division of Reactor Licensing, the following examinations were not r--

Volumetric exami-nation of the integi..., w ;ded pressurizer vessel supports, visual examination of reactor vessel penetrations, and visual and surface examinations of the pri=ary no::le to vessel head welds of the steam generators."
In response to the above deviations, the following is a description of the steps that have been er will be taken to correct thema (1) A volumetric examination, as required by the Code, of two integrally welded pressurizer vessel supports was completed by Southwest Research Institute during tioverter 1970. The details of the examinatien are contained in SwKI Report of February 23, 1971, entitled " Yankee Ecwe Ategic Power. Plant, !!cn-destructive In-Service Inspection," SwRI Project 17-2935, 80 nM0 00
1 United States Nuclear Regulatory Commission September 3, 1975 Attn: Office of Inspection and Enforcement Page Two (2) A visual examination of reacter vessel penetrations, defined by examination category E-2, was completed during the reactor coolant system hydrostatic test in August 1974. A certificate of hydrostatic test is included in the report "In-Ser" ice Inspection For Preventive Maintenance" for the period May 29, 1974 through August 2,1974.
These examinations were performed in accordance with Yankee procedure CP4200, j
" Main Coolant System In-Service Inspection, System Leak Test and Hydrostatic Leak Test."
Both procedure and data sheets for these inspections are on file at the plant.
(3) The visual and surface examinations of the primary nozrle to vessel head welds of the steam generator were attempted by Southwest Research Institute in November 1970. Details are contained in the report referenced in Item (1). Briefly it was found during the attempt that the surface ccnditions are geccetry precluded a thorough visual or surface examination.
The surface preparation necessary to insure a meaning-ful examination would result in undue personnel radiation expc ture. Therefore, the examination category was not completed. A proposed change to delete this category frcm the Technical Specifications will be submitted in the near future We trust that you will find this respense satisfactory; however, should you desire additional information, please feel free to contact us.
