16 August 1980 IDENTIFICATION OF OCCURRENCE:

Failure to have Post Accident Monitoring Instrumentation operable contrary to Technical Specification 3.3.3.6.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 Startup Operation DESCRIPTION OF OCCURRENCE:

At 1720 it was observed that startup feedwater flow indicators SP-7A-FI and SP-7B-FI indicated values not consistent with the current power jevel.

Investigation revealed the differential pressure transmitters SP-7A-DPT and SP-7B-DPT as well as SP-7B-FI required recalibration.

Both the flow indicators and the differential pressure indicators were verified operable on 29 August 1980. Redundancy was not applicable to this event.

DESIGNATION OF APPARENT

CAUSE

The apparent cause of this event was instrument drift.

ANALYSIS OF OCCURRENCE:

There was no effect upon the general public health or safety.

CORRECTIVE ACTION

The history of this instrumentation has been reliable; no generic problem is identified. No further cor-rective action is required.

FAILURE DATA:

This is the first occurrence of this type and the third report under this specification.
