O APPENDIX A NOTICE OF VIOLATION Georgia Power Company Docket No. 50-321 Hatch I License No. DPR-57 As a result of the inspection conducted on December 3-5, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.

10 CFR 50, Appendix B, Criterion V, as implemented by paragraph D.9.5 of the FSAR, requires in part, " Activities affecting quality shall be pre-scribed by documented instructions, procedures, drawings...and shall be accomplished in accordance with these instructions, procedures, and draw-

-ings".

Paragraph F of plant procedure HNP-904, the applicable procedure for administration of the inservice inspection program, requires that the written document detailing the proposed work to be done be reviewed and approved prior to the outage.

Contrary to the above, activities affecting quality were not accomplished in accordance with documented procedures in that during the " Spring 79 Maintenance Outage", inspections were performed in accordance with a Project Plan which was not approved by the licensee.

Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted l
