O'Reilly Gentlemen:

Georgia Power Company offers the following in response to NRC Inspection Report 50-321/80-46 and 50-366/80-46, dated January 29, 1981, concerning the notice of violation for Hatch Unit 1.

VIOLATION 10 CFR 50, Appendix B,

Criterion V,

as implemented by paragraph D.9.5 of the

FSAR, requires in
part, C

" Activities affecting quality shall be prescribed by documented instructions, procedures, drawings...and shall be accomplished in accordance with these instructions, procedures, and drawings".

Paragraph F of plant procedure HNP-904, the applicable procedure for administration of the inservice inspection program, requires that the written document detailing the proposed work to be done be reviewed and approved prior to the outage.

Contrary to the

above, activitias affecting quality were not accomplished in accordance with documented procedures in that during the " Spring 79 Maintenance Outage", inspections were performed in accordance with a Project Plan which was not approved by the licensee.

This is a

Severity Level VI Violation (Supplement I.F.).

RESPONSE

Corrective steps have been taken to resolve the question of Project Plan approval.

The 1979 Unit 1

Project Plan has recently been revie wed and approved by the Plant Review Board (PRB), and the vendor has been notifie d of this action.

Georgia Power d United States Nuclear Regulatory Commission Office of Inspection and Enforcement Region II - Suite 3100 February 23, 1981 Page Two In the case of the 1979 Inservice Inspection (ISI), the Project Plan was reviewed by the ISI engineer prior to the outage and performance of inspections and found acceptable for use.

The actual inspections were performed using PRB-approved NDT procedures.

In the future, ISI Project Plans are to be reviewed and approved by PRB prior to the inspection.

This requirement has been added to HNP-904 so that any question on required approvals will be resolved.

Plant Hatch is in full compliance with the requirements of both plant procedure HNP-904 and 10 CFR 50, Aopandix 8, Criteria V for this item.
